THE INDEX, Saturday, May 19, 1928 F R O M T H E E D I T O R ' S W I N D O W This appears to be the season of criticism and investigation and the electric light and power companies have come in for their share of condemnation. They long have been immune and during that time they have made tremendous strides, at- Power tracting ample capital for extensions and improvements which have enabled them to reduce costs of operation and give the advantage to the consumers in more dependable power at much less expense. They have virtually eliminated in large centers the wasteful and filthy individual plant and have encouraged industry by widely extended distributing systems. As a result electric power has displaced the old form of factory and mill drive and in Western Pennsylvania has made the various communities cleaner than they ever have been. Pittsburgh has no complaint against its principal power company. It has reduced rates, built great generating plants and has placed at the disposal of the manufacturer and domestic consumer an abundance of dependable power at all times at a very low rate. It has co-operated with the many cities and boroughs and has been of distinct advantage to the Pittsburgh District. It seems absurd that the purchase of an obsolete municipal plant at Coraopolis should be made the basis for a Federal investigation. The Duquesne Light Company probably will welcome it although what the United States government or its various prying agencies has to do with corporate or municipal ownership of an electric lighting plant in Coraopolis is beyond us. The amount of current consumed in homes, stores and streets there is trivial but the present and prospective power consumption is a factor with which municipal ownership undoubtedly interfered. There has been quite a clamor because the electric power companies sought to disseminate favorable information regarding their great industry and endeavored to change misinformation in school books to an intelligent conception of something which now enters into the lives of every one of us. They have carried it to Washington as a choice morsel for campaign hysteria. What is wrong about it? Any industry which deals directly with the public is so lied about and misrepresented that those in control of such large investments as power companies, steam railroads, street railroads, telephones would be fools if they did not constructively and energetically offset the vicious propaganda by legitimate information. School books are notoriously sources of ignorance and to replace misinformation with facts is the sensible and logical thing to do. The only question about the whole affair was the mysterious way some of the power company officials went about it. * ¥ * * One of the most important conventions held in Pittsburgh in many months was the three day meeting this week of the students and officers of the Industrial War College of Washington. Visits were made to the principal steel mills, by-pro- War duct plants and other industries of the Pittsburgh District which will have a vital part in any future war. It is a great compliment to this extensive manufacturing center and it emphasizes the importance the officers of the United States Army attach to this section. MELLON Secretary of the Treasury, startled the country by a suggestion that Hoover combined all of the special requirements of a President. The commotion arose because of the immense popularity, power and prestige of the Pittsburgh financier, who heads the Pennsylvania delegation to Kansas City. lined by the army strategists. Foreign countries probably are fully aware of what is going on but when they learn that we are no longer advocates of that stupid policy that "we can raise an army of a million men over night" they will be less apt to entice us into hostilities. When Germany began the last war her by-product and chemical plants had been developed to a high efficiency and gave her an impetus and an advantage which her enemies were not able to equal for several years. Coal was the basis of her strength and her first onrush was to seize rich bituminous fields of France and Belgium. Pittsburgh has made tremendous strides in building immense by-product plants since the war and it is in a fair way to become the center of the chemical industry of the United States, if not the world. Pittsburgh has the richest coal fields on this continent and its elimination of waste of this precious resource by the use of by-product ovens is making it the district upon which the United States will depend in the event of war. The United States Army is taking a deep interest in what is being done here and what can be done when the necessity arises and Pittsburgh more and more will be looked upon as the keystone of war manufacturing. As this far sighted policy of the government gets into full swing the peace propagandists who would sacrifice pride and loyalty to keep the boys of the country out of possible trenches are increasing their efforts at Washington to check a so-called militaristic tendency by asking that appropriations to keep the army and navy fit be curtailed. As Pittsburgh assumes greater supremacy in the refinement of coal and the perfection of steel and of better methods for making it it will take greater rank as the war supply depot of the country. Coal never before assumed the importance it now has as a vital war dependence and Pittsburgh is fortunate in possessing such enormous unmined fields. * # # * It is fortunate for Pittsburgh that the railroads serving this District came to a realization of the unfairness of rates on coal to Lake Erie ports compared with those of Southern competitive fields and made a readjustment which will permit the Rates operators of Western Pennsylvania to regain some of the markets they once possessed. Apparently the railroads have been willing to lose their lake trade in coal rather' than disturb the more lucrative business to the East but Pittsburgh as a result has suffered in a way which few elsewhere could appreciate. There may now be a period of prosperity which will take the coal industry out of the extremely hazardous position it has been in for years. That is a good thing and will be welcomed. In the meantime mining operations have been placed on the most efficient possible scale and operators will now be in a much better position to compete and make money. Resort has been had to river transportation which has developed the long languishing water traffic and opened the eyes of all to the great possibilities on the government improved rivers. Great strides have also been made in the use of by-product methods with the result that a magnificent chemical industry is well on its way. At the same time, although it hurt while it lasted, the splendid deposits of rich coal were left underground because of the stagnation and these will be a priceless possession when the waste in making coke is fully eliminated. It was hard to stand but the unfair position in which Pittsburgh was held was a blessing in disguise as it will be one great factor in reviving the industrial supremacy of this district.
