It is unfortunate that this level of <strong>spatial</strong> planning has, in <strong>the</strong> past, failed to come to termswith <strong>the</strong> complexities and broad scale of issues that never<strong>the</strong>less have a profound influenceeven on <strong>the</strong> finest level of local planning. In <strong>the</strong> absence of coming to terms with thiscomplexity, planning attempts at this scale have, in <strong>the</strong> past, tended simply to become aseries of 'mo<strong>the</strong>rhood-and-apple-pie' statements 1 which successively lower levels of planningat municipality level tend to ei<strong>the</strong>r ignore as too facile or interpret in whichever way andlevel <strong>the</strong>y choose to embrace <strong>the</strong>se generalised statements. As such, <strong>the</strong>y tend to beregarded dismissively as lacking in leadership.This body of work, as set out in all its forms and described in this document, declines tobe yet ano<strong>the</strong>r facile attempt at <strong>spatial</strong> planning at provincial level. The GSDF is to standas a seminal reference for all successive initiatives of <strong>spatial</strong> planning in <strong>the</strong> province andsets out with determination to fundamentally transform <strong>the</strong> <strong>spatial</strong> underpinnings of <strong>the</strong>GCR in order to achieve a more sustainable, economically dynamic, socially equitable andinclusionary city system.The value of <strong>Gauteng</strong> Province as a 'city state' (meaning that it has relatively little nonurbanhinterland over which to dissipate <strong>the</strong> very real advantages it enjoys as a city region)is noted and acknowledged as a significant competitive edge. As a city region, it is to bemanaged in an integrated way ra<strong>the</strong>r than simply as a loose assembly of cities and towns.The GCR is greater than <strong>the</strong> sum of its individual parts and <strong>the</strong> provincial administration,toge<strong>the</strong>r with <strong>the</strong> administrations of each city and town, will be required to achieve thissynergy, lead largely by <strong>the</strong> GSDF.The GSDF is to be understood as a fundamental element of <strong>the</strong> wider G2055 2programmethat sets <strong>the</strong> comprehensive economic, ecological, social, cultural and inclusionary charterfor <strong>the</strong> GCR and how resources are to be directed and managed. It provides <strong>the</strong> <strong>spatial</strong>context in which all <strong>the</strong>se items of <strong>the</strong> programme find physical shape and form and provides<strong>the</strong> leadership for <strong>the</strong> metropolitan, district and local municipalities in preparing <strong>the</strong>ir moredetailed, more local SDFs.THE COMPOSITION OF THE GAUTENG SPATIAL DEVELOPMENTFRAMEWORKThe GSDF is set out as follows:The fundamental issues <strong>the</strong> GSDF faces are addressed in Section 2 of this document.These are related to <strong>the</strong> urban structuring of <strong>the</strong> city. This section explains <strong>the</strong> <strong>Gauteng</strong>City Region's structure in terms of how it can be transformed and consolidated on aconceptual level. This section moreover includes a summary of an elaborate piece of workprepared for <strong>the</strong> <strong>Gauteng</strong> Department of Economic Development on <strong>Gauteng</strong>'s <strong>development</strong>trends, 'The Development Trend Analysis: <strong>Gauteng</strong> Province' draft document, undertakenby Rode and Associates. It also presents <strong>the</strong> composite diagram of <strong>the</strong> assembled SpatialDevelopment Frameworks of <strong>Gauteng</strong>'s municipalities, which informs <strong>the</strong> <strong>Gauteng</strong> CityRegion Spatial Framework.The intention is for <strong>the</strong> GSDF to be a GIS-based planning tool/model that is accessible on<strong>the</strong> internet. This tool will inform and guide <strong>development</strong>. It is targeted at central, provincialand local levels of government, <strong>development</strong> agencies, non-governmental organisations,unions, interest groups such as professional institutes, pressure groups, faith-basedorganisations, charities, developers, professionals within <strong>the</strong> <strong>development</strong> industry, institutesof learning, schools and individuals.It is because of this electronic media support, and GIS in particular, that <strong>the</strong> GSDF as nowproposed is able to come to terms with <strong>the</strong> level of complexity and particularity that takesthis vast scale of planning to levels of detail and committed <strong>spatial</strong> leadership that havetypically been absent.The GIS-based planning tool/ model is comprised of five models: Model 1: The UrbanProfile Model is <strong>the</strong> status quo of <strong>the</strong> GCR. This includes a range of information,for example, natural resources, existing infrastructure, geotechnical issues, planning and2. The G2055 vision for <strong>Gauteng</strong> is to have a strong knowledge capital, be <strong>the</strong> hub of innovation to Africa, and be a liveable, prosperous, competitive, equitable, accessible and sustainable City Region.The directions that <strong>the</strong> G2055 is taking are (1) effective governance (2) building a high performance economy, (3) cultivating social capital, (4) transforming <strong>the</strong> <strong>spatial</strong> structure of <strong>the</strong> city region and (5)sustaining <strong>the</strong> natural capital for <strong>the</strong> future.SECTION 1: INTRODUCTIONGAUTENG SPATIAL DEVELOPMENT FRAMEWORK 2011GAUTENG GROWTH AND DEVELOPMENT AGENCY04
