development framework around which policy, infrastructural investment, economic andsocial programmes, urban management, public transport and various subsidies may beharmonised.• increasing the intensity of urban form and the complexity of mixed-use developmentwith a view to restricting, as far as possible, the options to extend the present footprintof the province's urban spread; andIt is essential to have a robust development framework to cope with variable and nonprescriptivegrowth. The extent and nature of urban growth is a particular challenge formoving into an uncertain urban future, particularly in an urban context, when the prognosisfor the Gauteng City Region (GCR) is that it is likely to be one of the significant three orfour megacities of Africa. Whether this growth, as some projections suggest over a 40- to50-year time horizon, takes Gauteng's population to of the order of 30 million people (SaoPaolo and Santos as a conurbation is now approaching 28 million people), or 15 to 20million, the fact of the matter remains that Gauteng's population is already 11.5 millionpeople, thus an emerging megacity, and there is a need to restructure Gauteng's urbansystem accordingly. This means focusing on key structural issues in achieving an urbansystem that is complex in its nature and make-up and sustainable in its robustness.The GCR aims to develop as a significant emerging conurbation based on sustainableprinciples:• promoting a democratic urban order in terms of access to opportunity for all.In achieving these, the GCR will become more nationally and globally competitive and growa sustainable urban economy that supports quality of life and inclusion for all its citizens.At present, the GCR does not perform well in respect of these sustainability principles andit is noted that things have become worse in that:• the space economy and correction of the 'apartheid city' has not been addressedvigorously enough; instead it is being reinforced;• Gauteng's economy is visibly divided between the first and second economy, thelatter largely characterized as informal, marginalised, unskilled, unemployed andunemployable;• significantly reducing reliance on private mobility in favour of safe, convenient andaffordable public transport and non-motorised transport;• significantly reducing present rates of non-renewable energy usage;• income inequality in Gauteng is higher than in the rest of South Africa;• Gauteng's Gini coefficient (measure of inequality) is growing, indicating that the richare getting richer and the poor are getting poorer; and• reducing the rates of energy expended in the manufacture of goods, the deliveryof these goods to the market and the importation of goods;• the rising level of unemployment (above 20%) is largely structural in nature, meaningthat the unemployed struggle to adjust to changes in wage rates and economic activity.SECTION 1: INTRODUCTION• integrating open space systems into the city region and providing sustainable ecosystems, Clearly, there is a need to transform the very structure of the GCR and project strongurban agriculture and quality of life as a fundamental of the province'sleadership at provincial level in order to direct metropolitan, district and local municipalitiesdevelopment patterns;in achieving vital transformations.1. It is unfortunate that this level of spatial planning has, in the past, failed to come to termswith the complexities and broad scale of issues that nevertheless have a profound influenceeven on the finest level of local planning. In the absence of coming to terms with thiscomplexity, planning attempts at this scale have, in the past, tended simply to become aseries of 'motherhood-and-apple-pie' statements 1 which successively lower levels of planningat municipality level tend to either ignore as too facile or interpret in whichever way andlevel they choose to embrace these generalised statements. As such, they tend to beregarded dismissively as lacking in leadership.This body of work, as set out in all its forms and described in this document, declines tobe yet another facile attempt at spatial planning at provincial level. The GSDF is to standas a seminal reference for all successive initiatives of spatial planning in the province andsets out with determination to fundamentally transform the spatial underpinnings of theGCR in order to achieve a more sustainable, economically dynamic, socially equitable andinclusionary city system.The value of Gauteng Province as a 'city state' (meaning that it has relatively little nonurbanhinterland over which to dissipate the very real advantages it enjoys as a city region)is noted and acknowledged as a significant competitive edge. As a city region, it is to bemanaged in an integrated way rather than simply as a loose assembly of cities and towns.The GCR is greater than the sum of its individual parts and the provincial administration,together with the administrations of each city and town, will be required to achieve thissynergy, lead largely by the GSDF.The GSDF is to be understood as a fundamental element of the wider G2055 2programmethat sets the comprehensive economic, ecological, social, cultural and inclusionary charterfor the GCR and how resources are to be directed and managed. It provides the spatialcontext in which all these items of the programme find physical shape and form and providesthe leadership for the metropolitan, district and local municipalities in preparing their moredetailed, more local SDFs.THE COMPOSITION OF THE GAUTENG SPATIAL DEVELOPMENTFRAMEWORKThe GSDF is set out as follows:The fundamental issues the GSDF faces are addressed in Section 2 of this document.These are related to the urban structuring of the city. This section explains the GautengCity Region's structure in terms of how it can be transformed and consolidated on aconceptual level. This section moreover includes a summary of an elaborate piece of workprepared for the Gauteng Department of Economic Development on Gauteng's developmenttrends, 'The Development Trend Analysis: Gauteng Province' draft document, undertakenby Rode and Associates. It also presents the composite diagram of the assembled SpatialDevelopment Frameworks of Gauteng's municipalities, which informs the Gauteng CityRegion Spatial Framework.The intention is for the GSDF to be a GIS-based planning tool/model that is accessible onthe internet. This tool will inform and guide development. It is targeted at central, provincialand local levels of government, development agencies, non-governmental organisations,unions, interest groups such as professional institutes, pressure groups, faith-basedorganisations, charities, developers, professionals within the development industry, institutesof learning, schools and individuals.It is because of this electronic media support, and GIS in particular, that the GSDF as nowproposed is able to come to terms with the level of complexity and particularity that takesthis vast scale of planning to levels of detail and committed spatial leadership that havetypically been absent.The GIS-based planning tool/ model is comprised of five models: Model 1: The UrbanProfile Model is the status quo of the GCR. This includes a range of information,for example, natural resources, existing infrastructure, geotechnical issues, planning and2.
