Making sense of, and integrating, the dysfunctional spatial system inherited from apartheidremains a key imperative for planning, and the essence of the 'democratic city' lies in theextent to which integration of these marginalised areas can be achieved and local economiesgenerated as naturally occurring parts of a wider, normal urban system.Closer analysis suggests that, in broad terms, an inner ring of urban centres (those ofincomplete, relatively un-complex urban profiles by virtue of the dominance of a primarycentre) tends to form in a zone some 10-12 kilometres from the primary centre. It is worthnoting that Baragwanath is that part of Greater Soweto that shares this logic with the restof the city and, subsequent to apartheid, is that part of Soweto most naturally undergoingvigorous and spontaneous change and consolidation. It is noted too, that Alexandra is theonly 'black township' that occurs on this logic and accounts for the fact that Alexandraalways was, and remains, a highly sought-after opportunity for urban entrants tryingto engage with the city system.In a zone about 20-28 kilometres from the primary urban cores, a pattern of more broadlydefined urban nodes develops. These are often less attractive in address terms but have abroader profile of urban economies and complexities.SECTION 2: THE GSDF AS A CONCEPTFigure 2-13: Making sense of a dysfunctional spatial system inherited from apartheidIt is worth noting that Midrand is also to Johannesburg what it is to Pretoria and thisaccounts for its prospects for growing as a vigorous new urban core as Pretoria, Midrandand Johannesburg consolidate into a great 'Randstad' of the future. Midrand has, overthe years, been notoriously misunderstood and poorly analysed in a facile way in terms ofan Edge City model. As a result, one of the really extraordinary potentials of the urbansystem's normalisation has been overlooked but continues nonetheless. The advent of theGautrain now reinforces this. Jabulani in Soweto and Ramakonopi in Katlehong are twoof the larger centres showing potential to become the epicentres of local economies forthese previous marginalised zones.In effect, the result of searching out the clues and 'making sense of nonsense' suggeststhat it is possible to discern where to make significant infrastructural investment (notablyin urban public transport and connectivity) in order to elicit what are, after all, naturallyoccurring patterns of urban consolidation and integration. does precisely this). The concentric layers of smaller specialised inner-ring nodes and largerouter-ring nodes are also reinforced by public transport that also develop relationshipsbetween peripheral nodes rather than simply reinforcing one-to-one dependencies betweenouter nodes and the primary cores to which they relate. In Johannesburg's terms, forexample, one obviously strengthens Soweto's connectivity with the Johannesburg CBD viainitiatives such as Baralink but one equally needs to 'stitch' the fabric of Soweto North intoRoodepoort and Florida (and the western corridor as a whole) and south to the Ennerdaleconsolidation of the southern corridor. In Johannesburg's case, the city is also surroundedby a girdle of dolomitic geology at various depths of overburden. Whereas this is generallypoor or very bad for urban development, it is extremely fertile, lush and recreationallyvaluable.
