opportunity that goes with being able to produce food and allied value-added agriculturalproducts intensively so close to <strong>the</strong> greatest and most affluent market concentration in <strong>the</strong>subcontinent.In <strong>spatial</strong> terms, Figure C.6.1 notes <strong>the</strong> rational pattern of <strong>the</strong> proposed agricultural hubsfor <strong>the</strong> province and <strong>the</strong> way <strong>the</strong>se should be linked as directly as possible into <strong>the</strong> urbansystem. This means, however, that <strong>the</strong>re must be commitment to structural economicchange in that (a) a symbiosis between <strong>the</strong> centralist and peripheral markets must be foundwhereby significant amounts of goods consumed in <strong>the</strong> <strong>Gauteng</strong> urban system can indeedbe sourced from its rural hinterland (that is, producers and allied agricultural industries atall scales wish to serve this market, and <strong>the</strong>re must be a determination to see to it that thismarket is opened up to <strong>the</strong>m in meaningful ways); and (b) cooperative installations (suchas silos, central refrigeration plants, packing and distribution) need to make it possible forall producers, regardless of scale, to meet <strong>the</strong> standards demanded of <strong>the</strong> <strong>Gauteng</strong> urbanmarket. The province's designated agricultural hubs are vital in this regard, and translating<strong>the</strong> <strong>spatial</strong> propinquity with which <strong>the</strong>se have been merged into <strong>the</strong> space economy of <strong>the</strong>GCR must be carried through in integrated rural/urban economic strategies, most notablyin <strong>the</strong> way agriculture serves <strong>the</strong> urban market with which it is embedded.Rural <strong>development</strong> initiatives must also target <strong>the</strong> very extensive and growing opportunitiesassociated with <strong>the</strong> recreational and leisure needs associated with a mega-city's populationand a lifestyle increasingly predicated on compacted, complex and intense urban patterns.The need for recreation and leisure becomes increasingly important both in terms of stressrelief and in offering a GCR lifestyle that attracts a world calibre of economic activity, skillsand competitiveness.ANNEXURE C: POLICY PERSPECTIVES183 GAUTENG SPATIAL DEVELOPMENT FRAMEWORK 2011 GAUTENG GROWTH AND DEVELOPMENT AGENCY
