THE IDENTIFICATION OF MORPHOLOGICAL TYPES IN THE GCR:THE APPROACH TO IDENTIFYING THE GCR'S MORPHOLOGICALTYPESANNEXURE A: THE 5 GIS-BASED MODELSThe GCR's morphological types have been identified according to the following approach(Figure A.2.1):• Understanding that the urban system forms a complex overlap of the typical classificationas networks and/or components. These are determined by the physicalenvironment and human activity through institutional and administrative structures,developmental policy, economic strategy and urban management. Thesecomponents, which also typically include one of the built environment professions,include the natural environment, transportation and roads, engineering serviceinfrastructure, economic and land use activities, social and cultural facilities andrecreation, sport and leisure.• The morphology of the urban system is created by the complex overlap of theseurban components. The morphological approach identifies the typical patterns ofmorphology by cutting across each of the components to establish a physical elementthat can be quantified. The morphological pattern is defined in terms of thestreet/ movement infrastructure; the development blocks (or land parcels); its buildingsand structures; the open space, ecology and landscape; its public places, squaresand parks; and its service infrastructure. Thus each element inherently consists ofall of the urban components, establishing a platform that requires an integratedapproach, for it to succeed.• The morphological patterns are categorised into various types, defined according totypical characteristics, and termed as Urban Structure Elements. These include theurban consolidation zone, the urban corridor, various types of nodes, varioustypes of activity spines, the high street, districts, natural systems (ecosystems and openspace), and urban voids.• Each of the urban structure elements is modelled, based on existing examples, urbanplanning and urban design standards, to establish its typical characteristics. Thecomponents include development intensity, development complexity, connectivity andwalkability, urban form and public space, dwelling types and thresholds, environmentalaspects, public transport and infrastructure services.• A performance measure is obtained from the above characteristics, based ona quantitative, and in part also a qualitative, assessment in terms of floor area (bulk)and associated land use areas, land use mix in terms of diversity of activity, linkages andaccessibility for various modes of transport (including pedestrian distances), typicalbuilding typologies associated with the element (coverage, height, frontage, depth,envelope), dwelling and population density, open space and landscape areas, andrequirements with regard to public transport, social and community facilities andutility infrastructure requirements.• Based on a comparison of the existing performance to that of the required or desiredperformance in terms of overall policy and strategy to develop a sustainable urbansystem, an allocation and assignment is undertaken of: land uses, population densities,required service utility infrastructure, social infrastructure and facilities,environmental performance standards, transportation investment and urban policy.79 GAUTENG SPATIAL DEVELOPMENT FRAMEWORK 2011 GAUTENG GROWTH AND DEVELOPMENT AGENCY
