Oftentimes, we see children searching throughgarbage bins or begging simply to earn a bit of money.Migration and EmigrationStatistics show that these communities have very high migration andemigration rates. Many Roma and Egyptian families have left theirhometowns in order to come to Tirana, whereas many fathers and youngchildren have gone abroad in order to seek out opportunities for a better life.Inaccurate or inexistent civil registrationHigh rates of continuous migration and emigration in these communitieshave oftentimes spawned problems with civil registration. Many of them areregistered in the districts where they have previously lived, while theircurrent residence remains unregistered. Moreover, many of them have neverbeen registered given the fact that during the past 20 years many Roma andEgyptians have failed to register their children after birth.Low levels of education (vocational and academic)The fact that money occupies the most important value in many Romacommunities combined with their difficult economic situation spawns ahostile scholastic environment. Many families send their children to work,which results in high school drop-out rates as well as a significant numberof cases where children were never even enrolled in school. This attitude isfurther buttressed by a family culture that shows little interest in school oreducation. As a result their level of both vocational training and academiceducation remains low.Legal problemsThe quite difficult economic situation that these communities face createscircumstances that often place them in conflict with the law. Many differentcases illustrate these problems including incidences of child trafficking,assault and murder.Cultural differencesThese communities possess very unique and fascinating cultures andtraditions. On the other hand, however, these communities’ practices can beincoherent with the culture of the country in which they live. This cannurture a negative dichotomy between the Roma and Egyptian communitiesand the local population. Moreover, it is worth mentioning that in manycases female children are obliged to drop out of school under the pretencesthat they are old enough to get married. This type of world view is deeplyentrenched in the Roma culture and will prove very difficult to change.23
