High unemployment ratesSociety at large considers the members of these communities as the leastemployable workers. In some way, this attitude has become a self-fulfillingprophecy, given that the Roma and the Egyptians tend to steer clear oftraditional employment by engaging in random forms of “self-employment”.Lack of integration with other communitiesThis has been a long-standing problem for the Roma and Egyptiancommunities that were even observed during the Communist regime, whichpromoted good policies for integration. Nevertheless, these communitiesdifferentiated themselves from the others. After the early 1990s thesecommunities were given a great deal of freedom (as was everyone else), butgiven the fact that the Roma generally maintain a nomadic lifestyle, movingfrom place to place, the achievement of integration with the rest of thepopulation remains doubtful.Social and familial problemsGiven the fact that the members of these communities endure very harshliving conditions, they also suffer from some of the gravest social problems.Many Roma families face divorce and domestic violence.Since these communities must deal with such severe problems and given myexperience and long-term study of the situation, I believe that severaltechniques and practices exist that have made progress in the integration ofRoma communities as well as improvements in their living conditions.A. 2.2. Key actors involvedFor supporting the abovementioned project, a strong partnership has beenestablished between schools, Ministry of education, Regional EducationDepartment and different nongovernmental organisations active in the field.A. 2.3. Short DescriptionOne successful practice is the Integrated, or Advanced, Classes that havebeen established in different neighbourhoods in and around Tirana. Thisproject was a joint initiative launched by an Albanian association calledSHKEJ (The National Association of Education for Life) and a foreignorganization called CESAL, in collaboration with the Regional Directorateof Education in Tirana.This project aimed to improve the education levels of street children as wellas other disadvantaged and neglected children through the foundation and24
