4. <strong>Contract</strong>or Furnished Items And Responsibilities:<br />

4.1 General: The <strong>Contract</strong>or shall furnish all supplies, equipment, facilities and services required to perform work<br />

under this contract that are not listed under Section 3 of this PWS.<br />

4.2. Materials. Except as specified in the individual task orders, the <strong>Contract</strong>or shall provide all materials necessary<br />

for the performance of this contract.<br />

4.3. Equipment: Except as specified in the individual task orders, the <strong>Contract</strong>or shall provide all equipment<br />

necessary for the performance of this contract.<br />

5. Specific Requirements: Provide personnel, supervision and other items as such non-personal services necessary<br />

to support the U.S. <strong>Army</strong> <strong>Intelligence</strong> and Security Command (<strong>INSCOM</strong>) as defined in this Performance Work<br />

Statement (PWS). These services are to be performed at the Headquarters location on Fort Belvoir and other<br />

supported sites worldwide. This PWS defines overall functional requirements, performance levels and timeframes,<br />

and performance standards to provide acceptable service levels which the <strong>Contract</strong>or's performance shall be<br />

measured. Exact locations of contract support, the required intelligence disciplines, and specific requirements will<br />

be identified in individual Task Orders.<br />

5.1. <strong>Intelligence</strong>, Security, and CYBER Operations<br />

5.1.1 <strong>Intelligence</strong> and Security. The contractor shall conduct and provide specialized expertise in the collection,<br />

analysis, production, evaluation, interpretation, and dissemination of intelligence information which includes, but is<br />

not limited to: Counter <strong>Intelligence</strong> (CI), Security, Human <strong>Intelligence</strong> (HUMINT), Document Exploitation<br />

(DOCEX), Document and Media Exploitation (DOMEX), Biometrics and Forensics, Geospatial <strong>Intelligence</strong><br />

(GeoINT), Measurement & Signature <strong>Intelligence</strong> (MASINT), Open Source <strong>Intelligence</strong> (OSINT), All Source<br />

<strong>Intelligence</strong>, Signals <strong>Intelligence</strong> (SIGINT), Weapons of Mass Destruction (WMD) <strong>Intelligence</strong> (WMDINT),<br />

Science & Technology <strong>Intelligence</strong> (S&TINT), the Signals Support Program for ISR assets, and support other<br />

<strong>INSCOM</strong> tools, techniques, and procedures used to understand adversaries of the U.S. The <strong>Contract</strong>or shall support<br />

the mission of the U.S. <strong>Army</strong> <strong>Intelligence</strong> and Security Command (<strong>INSCOM</strong>), a major <strong>Army</strong> command, and its<br />

Mission Partners to conduct dominant world-class intelligence and security operations for military commanders and<br />

national decision-makers. Requirements include, but are not limited to:<br />

• The <strong>Contract</strong>or shall conduct a wide range of multi-disciplined intelligence production activities, including<br />

intelligence preparation of the battlefield, situation development, force protection, electronic warfare,<br />

network warfare, information warfare, and knowledge management for the <strong>Army</strong> <strong>Intelligence</strong> Enterprise.<br />

• The <strong>Contract</strong>or shall deliver specialized quick reaction capabilities as required.<br />

• The <strong>Contract</strong>or’s work products shall be designed to provide support to field commanders for deploying<br />

forces to enable battle command in support of full-spectrum <strong>Army</strong>, Joint, Coalition, and Interagency<br />

operations worldwide.<br />

• The <strong>Contract</strong>or shall support intelligence mission related performance across all intelligence disciplines,<br />

leveraging strong relationships with every national intelligence agency, with physical and virtual presence<br />

in all theaters around the globe - to include technical, management, logistics, multi-discipline intelligence<br />

support, that directly interface with intelligence producers, decision authorities, and intelligence support<br />

organizations at <strong>INSCOM</strong> and other locations as necessary.<br />

• The <strong>Contract</strong>or shall provide a source of high quality services to assist <strong>INSCOM</strong> and its Mission Partners in<br />

meeting mission critical requirements.<br />

• The contractor must be able to execute, maintain, sustain, and improve upon existing analytic assessment<br />

tools that will enhance the intelligence missions.<br />

• The <strong>Contract</strong>or must demonstrate expert knowledge and practical experience in the following areas as they<br />

relate to each intelligence discipline:<br />

o Basic <strong>Intelligence</strong> Skill Set – includes ability to collect, analyze, evaluate, interpret, and disseminate<br />

information relating to various aspects of intelligence to include, but not limited to: political,<br />

economic, military, geospatial, counterintelligence, counter-narcotics, and counter-terrorism issues.
