o Strategic Analysis and documentation of foreign military capabilities to support national planning<br />
• The <strong>Contract</strong>or shall research, analyze, produce, and maintain operational concepts, studies, architectures,<br />
and models, simulations to satisfy science and technology initiatives with best value potential to enhance<br />
<strong>Army</strong>’s ISR capability.<br />
• The <strong>Contract</strong>or shall manage the development and integration of approved science and technology projects<br />
within cost, schedule, and performance goals.<br />
• The <strong>Contract</strong>or shall develop and maintain the <strong>Army</strong> <strong>Intelligence</strong> Campaign Plan (AICP). Ensure AICP is<br />
grounded in authoritative, up-to-date, and relevant data about the state of today’s MI force (Doctrine,<br />
Organization, Training, Material, Personnel and Facilities) and that it provides a strategy/roadmap for<br />
transforming the MI force to meet future needs/threats (15-20 year end state). Ensure AICP aligns with and<br />
supports, at a minimum: the <strong>Army</strong> Campaign Plan (ACP), <strong>Army</strong> Modernization Plan (AMP), <strong>Army</strong> Posture<br />
Statement (APS) and <strong>Army</strong> Program Objective Memorandum (POM).<br />
• The <strong>Contract</strong>or shall provide associated IT support and analysis in support of <strong>Army</strong> MI. This may include<br />
web-based services that manages data on a large global scale, developing and populating the community’s<br />
single validated integrated, MI manpower database and its graphical representation, automated tools and<br />
application development, web sites / portals on UNCLASSIFIED, CLASSIFIED, JWICS and <strong>Army</strong>/DOD<br />
Knowledge Centers and networks, and reliable, integrated, secure data warehousing, data management and<br />
automated tools to support “short-fused” reporting requirements, data queries and exchanges that are<br />
compatible with DoD and <strong>Army</strong> IT systems and databases.<br />
5.2.6 Test and Evaluation Support Services. The <strong>Contract</strong>or shall conduct, analyze, and assess the test and<br />
evaluation of classified and secure systems to evaluate the systems’ Mission Performance, Functionality,<br />
Operational Fit, Survivability and Vulnerability, Reliability/Availability/Maintainability (RAM), Logistics<br />
Supportability, MANPRINT, Means of Employment, Interoperability, Software Considerations, Electronic and<br />
System Security, Configuration Management, Documentation, and Training. The <strong>Contract</strong>or shall ensure that all<br />
actions necessary to support the <strong>Intelligence</strong> Enterprise, including the following key functions, are performed:<br />
• Evaluate developmental and operational tests (detail test plan (DTP) development, data collection and<br />
analysis and reporting),<br />
• Prepare and assist in the preparation of test documentation, i.e., Test Evaluation Master Plan (TEMP);<br />
outline test plans (OTP); test evaluation plans (TEP); Operational Assessment Plans (OAP); test reports<br />
(TR);<br />
• Monitor developmental activities,<br />
• Review documentation and reports,<br />
• Participate in system program reviews, test related meetings, test working groups, and test or system related<br />
conferences.<br />
5.3 <strong>Intelligence</strong> Systems. The <strong>Contract</strong>or shall provide engineering services to support <strong>Intelligence</strong> Systems,<br />
including the conduct of Applied Research for Technology Insertion, <strong>Intelligence</strong> Systems Support, and <strong>Intelligence</strong><br />
Systems Security.<br />
5.3.1 Technology Insertion. The <strong>Contract</strong>or shall support Technology Insertion to implement mission<br />
requirements through execution of the following functions:
