H.15 Replacement of Key Personnel.<br />
H.15.1 The contractor shall notify the KO prior to making any change in key personnel, as identified in their<br />
proposal submission.<br />
H.15.2 Prior to directing any of the specified key personnel to other programs, the contractor shall submit<br />
justification to substitute key personnel at least 30 calendar days prior to the substitution. Justification shall be in<br />
sufficient detail, to include the replacement’s resume, to permit evaluation of the impact of the proposed change on<br />
the program and its schedule. No substitution shall be made by the contractor without the advanced written consent<br />
of the KO of any anticipated change. The contractor shall demonstrate to the satisfaction of the KO that the<br />
qualifications of the prospective personnel are equal to or better than the qualifications of the personnel being<br />
replaced.<br />
H.15.3 In the event the contractor's personnel performance is unsatisfactory to the Government, the KO reserves the<br />
right to request and receive satisfactory replacement.<br />
H.16 Availability of <strong>Contract</strong>or Personnel and Access to Facilities.<br />
During the progress of work called for herein, the contractor shall, upon request of the KO or designated COR, make<br />
available any of his personnel engaged in the performance of the work for conferences with the KO or his duly<br />
authorized representative or other intelligence community offices/organizations. In the event that Government<br />
personnel visit the contractor’s facility for the purpose of the conferences or study of work in progress, the contractor<br />
shall make available to the Government representative adequate meeting space, as necessary at no additional cost to<br />
the Government.<br />
H.17 Government Shutdown Requirements for Essential <strong>Contract</strong>or Personnel.<br />
H.17.1 Federal Holidays.<br />
Federal Law (5 U.S.C. 6103) establishes the following public holidays for Federal employees:<br />
(i) New Year’s Day<br />
(ii) Birthday of Martin Luther King, Jr.<br />
(iii) Washington’s Birthday<br />
(iv) Memorial Day<br />
(v) Independence Day<br />
(vi) Labor Day<br />
(vii) Columbus Day<br />
(viii) Veterans Day<br />
(ix) Thanksgiving Day<br />
(x) Christmas Day<br />
When a holiday falls on a non workday -- Saturday or Sunday -- the holiday usually is observed on Monday (if the<br />
holiday falls on Sunday) or Friday (if the holiday falls on Saturday).<br />
Unless otherwise specified in the task order, the contractor is to observe the Federal Holidays as set forth above.
