each function. The offeror shall submit job descriptions for key positions as part of the offeror’s management<br />

proposal.<br />

L.5.5.2.2.1 Human Resources.<br />

• Describe the approach to identifying sufficient numbers of management and administrative personnel<br />

needed and subsequent approach to attracting, recruiting, screening, hiring, and retaining personnel.<br />

• Describe the necessary skill type and qualifications needed to meet the PWS objectives.<br />

• Discuss the approach to ensure continuation of services during personnel absences due to sickness, leave,<br />

voluntary or involuntary termination from employment.<br />

• The staffing plan shall include a chart of proposed labor mix and hours it intends to employ.<br />

L.5.5.2.2.1.1 Training and Certification.<br />

• Describe approach for validating, verifying, and maintaining currency of required certifications and/or<br />

specialized training, to include validating, verifying, and maintaining teaming partners and subcontractors<br />

training and certifications.<br />

• Address how offeror, including teaming partners and subcontractors, will meet annual mandatory training<br />

requirements, such as anti-terrorism and intelligence training in accordance with <strong>Army</strong> Regulation (AR)<br />

381-10, or other training as appropriate.<br />

L.5.5.2.2.2 Key Personnel.<br />

L.5.5.2.2.2.1 Key Personnel List. Key personnel are those persons, whether employed by the offeror or an<br />

offeror’s subcontractors, who will occupy any of the critical key personnel positions identified in Section H,<br />

and by the offeror (including teaming partners and subcontractors).<br />

L.5.5.2.2.2.2 Key Personnel Resumes. The offeror shall submit resumes for key personnel intended/planned for<br />

assignment to this contract as part of the offeror’s management proposal. Resumes shall be presented in a format as<br />

described below. The person’s name shall appear centered at the top of the first page of the resume. Each resume is<br />

limited to two pages. Each resume shall conform to the following outline:<br />

• Position Title: Proposed job title on the project<br />

• Duration: Planned duration of the assignment<br />

• Allocation: Percentage of time to be committed<br />

• Current Assignment: Position presently occupied, to include title and organization and employer<br />

• Availability: Relationship to the offeror (full/part-time, prime contractor employee/subcontractor employee)<br />

and a Letter of Commitment shall be provided for all key personnel<br />

• Education: Degree, school, majors, minors, and year graduated<br />

• Relevant Qualifications and Specialties: A brief summary of training and qualifications.<br />

• Employment History and Experience: A list showing the programs on which the individual has worked, showing<br />

the highest position held on each program and the duration, including the starting and ending dates, of<br />

assignment to each program<br />

• Achievements: Information on honors, awards, publications, and professional organizations<br />

• Security Clearance: Current security clearance status, date of most recent Single Scope Background<br />

Investigation (SSBI), and the adjudicating agency<br />

• Disclosure Statement: Each resume shall contain the following statement and signature: “I consent to the<br />

disclosure of my resume (or other personal data) for evaluation purposes regarding the proposal of the GI<br />

Services contract by the Department of the <strong>Army</strong> and <strong>INSCOM</strong>.”<br />

L.5.5.2.2.2.3 Submission of resumes of individuals not currently employed by or with whom the offeror does not<br />

have a bona fide employment contract (contingency resumes) shall also provide a phase in plan showing the<br />

availability of the qualified personnel and length of time required to reach full support. Contingency resumes shall<br />

include a Letter of Commitment signed by the individual being proposed that clearly states their commitment to enter<br />

into employment with the offeror. Failure to submit a Letter of Commitment for each contingency resume may result<br />

in a lower rating.<br />

L.5.5.2.2.2.4 Discuss key personnel technical qualifications, knowledge, skills, certifications, and<br />

experience and how they are relevant in performing the tasks required by the PWS.
