• Prepare IT and data communications equipment installation documentation to include site surveys, floor<br />

layouts, lists of major items of equipment and bills of material (BOM), rack face elevation drawings,<br />

schematic drawings reflecting equipment interconnection and terminations, cable cut-sheets, labeling, duct<br />

layouts, engineering and installation specifications, and as-built documentation by task orders.<br />

• Provide documentation diagrams including inventories for the off-site EDR location entire network<br />

configuration that properly identify all components to include definitions of all operations, procedures,<br />

facilities, and capabilities.<br />

• All documentation and drawings will be CADD or MS Visio format using the software package release<br />

designated by the COR.<br />

• Support conducting site surveys, developing project schedules developing project budgets.<br />

• Create project management plans using MS Project and MS PowerPoint.<br />

• Identify key project resources (both manpower and funding).<br />

• Establish quality metrics.<br />

• Monitor and document project progress (utilizing <strong>INSCOM</strong> G-6 quad chart template, MS Project and MS<br />

PowerPoint).<br />

• Close out projects.<br />

• Provide Engineering and Project Management support for system and subsystem IT data communications<br />

and facilities projects.<br />

• Secure voice and data channel connectivity projects utilizing landline, microwave, and satellite<br />

communication systems.<br />

• Provide conversion and integration support to technology enhancements and innovations.<br />

• Conduct system modeling and analysis to manage traffic and optimize data flows and contention.<br />

• Develop configuration management plans to include inventory control, hardware/software replacement<br />

procedures, problem resolution, provide oversight for acceptance testing of the facility IT infrastructure or<br />

the installed systems.<br />

5.3.2.5 Incident Support - IT systems and infrastructure. The <strong>Contract</strong>or shall perform specific tasks that<br />

include, but are not limited to:<br />

• Develop and implement processes and procedures, to include a single phone number contact for the<br />

Information Technology Support Center (ITSC) Local Helpdesk to call, so as to have correction of system<br />

or infrastructure incident in a timely and effective manner.<br />

• Provide On-Site support during normal business hours. On-site support requires that the contractor<br />

maintain sufficient qualified personnel on-site to respond to incidents in person.<br />

• Provide On-call Support beyond normal duty hours. On-call support requires that the contractor provide<br />

timely and effective support by ensuring that all service calls are responded to telephonically by qualified<br />

personnel within thirty (30) minutes of the call being made.<br />

• Provide telephonic notification of <strong>INSCOM</strong> ITSC/source (Local Helpdesk) within 30 minutes of receiving<br />

an initial call for on call support services.<br />

• Maintain and make available the up-to-date listing of all personnel and their contact information. Said<br />

listing shall include the up-to-date schedule of on-call support designees on the Network Support Team.<br />

• Report in person to the <strong>INSCOM</strong> Nolan Building or the Local Helpdesk to resolve issues or problems that<br />

are not resolved by telephone.<br />

• The <strong>Contract</strong>or shall report to the <strong>INSCOM</strong> Nolan building within 90 minutes of receiving report<br />

notification to resolve issues or problems.<br />

5.3.2.6 Firewall Administration. The <strong>Contract</strong>or shall manage firewalls to ensure they are maintained to enhance<br />

<strong>INSCOM</strong>’s security posture by allowing for consistent operation of the network and in preventing lapses in<br />

confidentiality, availability and integrity of all <strong>INSCOM</strong>’s systems and data. The <strong>Contract</strong>or shall perform specific<br />

tasks that include, but are not limited to:<br />

• Develop and implement processes, procedures and requirements to ensure the appropriate protection and<br />

continuous operation of the <strong>INSCOM</strong> firewall infrastructure.<br />

• Control access to the firewall platforms.<br />

• Assist with support of existing firewall platforms to ensure stability, uptime, and security.<br />

• Conduct firewall policy reviews for audit and inventory.
