Subcontracting Plan shall also establish procedures to ensure the timely payment of amounts due pursuant to the<br />

terms of their subcontracts with small business concerns and where in contract performance the small business<br />

concerns will be participating.<br />

H.4.1.3 Small Business Subcontracting Plans shall have a minimum small business subcontracting value of 37.2% of<br />

the total value of the subcontracted work for task orders awarded under the IDIQ contract. The 37.2% small business<br />

subcontracting goal includes the following subcategory goals, as a minimum:<br />

Service-Disabled-Veteran-Owned Small Business 5.0%<br />

Veteran-Owned Small Business 3.0%<br />

Small Disadvantaged Business 5.0%<br />

Woman-Owned Small Business 5.0%<br />

HUBZONE Small Business 3.0%<br />

The above subcategory percentages shall be calculated based upon the total value of the subcontracted work for task<br />

orders awarded over the life of the contract. The Government will review the contractor’s progress in complying<br />

with these goals annually. The small business subcontracting requirement for large business shall apply to first tier<br />

subcontractors only.<br />

H.4.2 Small Business Participation Plans (SBPP).<br />

H.4.2.1 The Small Business Participation Plan shall demonstrate how small business concerns (SBs, VOSBs,<br />

SDVOSBs, HUBZone SBs, SDBs, and WOSBs) will have the maximum practicable opportunity to participate in<br />

contract performance. The contractor’s SBPP shall be incorporated into the GLOBAL INTELLIGENCE (GI)<br />

contract.<br />

H.4.2.2 The SBPP shall indicate the percentage of small business participation based upon the total value of the task<br />

orders awarded under the IDIQ contract. The SBPP shall also include the percentage of participation planned for the<br />

following small business subcategories:<br />

Service-Disabled-Veteran-Owned Small Business<br />

Veteran-Owned Small Business<br />

Small Disadvantaged Business<br />

Women-Owned Small Business<br />

HUB Zone Small Business<br />

The Government will review the contractor’s progress in complying with these goals annually.<br />

H.4.3 Subcontract Reporting (Large Businesses Only):<br />

All prime contractors shall submit to the KO the Individual Subcontract Reports (ISR) and Summary Subcontract<br />

Reports (SSR) using the electronic Subcontracting Reporting System (eSRS) (http://www.esrs.gov). The report shall<br />

provide information on subcontract awards to SB, VOSB, SDVOSB, HUB Zone SB, SDB, WOSB, and HBCU/MI<br />

concerns and shall ensure that all U.S. subcontractors agree to submit ISRs/SSRs. The failure of the contractor to<br />

comply in good faith with its subcontracting plan as required by this contract shall be a material breach of the<br />

contract<br />

H.5 Security Requirements.<br />

The contractor shall maintain and administer a security program in accordance with the National Industrial Security<br />

Program Manual (NISPOM), Department of Defense (DoD) 5220.22-M, all applicable DoD and DA security<br />

policies, procedures, and directives, including the DD Form 254 and the Director of Central <strong>Intelligence</strong> Directives<br />

(DCID).<br />

H.5.1 Select contractor personnel performing under this contract shall be required to have appropriate security
