o <strong>Intelligence</strong> Knowledge – includes a working knowledge in the following disciplines:<br />

Counterintelligence (CI), Human <strong>Intelligence</strong> (HUMINT), Geospatial <strong>Intelligence</strong> (GEOINT),<br />

Measurements and Signals <strong>Intelligence</strong> (MASINT), Open Source (OSINT), All-Source <strong>Intelligence</strong>,<br />

Signals <strong>Intelligence</strong> (SIGINT), and the Signatures Support Program (SSP) [formerly National<br />

Signatures Program (NSP)]<br />

o Performance of <strong>Intelligence</strong> Analysis – demonstrated ability to support the <strong>Intelligence</strong> Enterprise and<br />

Information Operations, SSP, and SIGINT support to Computer Network<br />

• The <strong>Contract</strong>or shall provide analysis and expertise to support plans, collections, and operations support<br />

and develop Concept of Operations, Concept of Employment, Doctrine Development, Prototype Equipment<br />

& Systems Integration, and Technical & Engineering Services as required.<br />

• The <strong>Contract</strong>or shall maintain multiple intelligence web portals, sites, message handling systems, and<br />

online databases. Support requirements include providing functional expertise for web development,<br />

database management, systems engineering, systems administration, hardware/software installation and<br />

test, data maintenance, and other database functions.<br />

• The contractor shall provide analytical, production and process support for Technical Electronics<br />

<strong>Intelligence</strong> (TECH ELINT) information gathering, data reduction, signal analysis, engineering assessment,<br />

product preparation for current and future Electronic Warfare Reprogramming production processes, and<br />

associated databases and systems.<br />

• The <strong>Contract</strong>or shall provide support to develop and implement methods to protect information, personnel,<br />

and property.<br />

5.1.2 CYBER Operations. The <strong>Contract</strong>or shall provide analysis and recommendations concerning Cyber<br />

operations, to include Information Operations (IO). This includes the performance of technical, engineering and<br />

scientific analysis of threat IO attack capabilities to support planning and execution as well as analysis of adversarial<br />

Command and Control and decision systems, processes and doctrine. Requirements include, but are not limited to:<br />

• The <strong>Contract</strong>or shall develop/integrate data structures and sources as user interface for data input,<br />

manipulation, queries and reports for databases.<br />

• The <strong>Contract</strong>or shall coordinate automation/telecommunications computer-architecture vulnerability<br />

analysis including critical node identification and analysis.<br />

• The <strong>Contract</strong>or shall recommend detailed methodologies/procedures for IO threat/vulnerability analysis.<br />

• The <strong>Contract</strong>or shall support CYBER operations. This include, but not limited to: conducting Desk Officer<br />

coordination, monitoring and support for operations in CONUS and OCONUS, develop and/or modify<br />

software and software packages, and assisting in the coordination between national level<br />

organizations/assets, theater and <strong>INSCOM</strong> Major Subordinate Command (MSC), national and regional<br />

nodes for satisfaction of pre-determined requirements.<br />

• The <strong>Contract</strong>or shall provide support for various forums and conduct strategic level coordination between<br />

HQDA, DIA, <strong>INSCOM</strong>, NRO, NGA, AMC and other members of the intelligence community. This<br />

includes assistance in coordinating the execution of CT and Overseas Contingency Operations (OCO)<br />

funds and assistance in identifying, analyzing, and reporting on OCO and other requirements that need to<br />

be programmed to meet mission needs.<br />

• The <strong>Contract</strong>or shall perform technical, engineering, scientific analysis, production and dissemination of all<br />

types of signatures to include, but not limited to Acoustics, Biological, Chemical, Seismic, Radio<br />

Frequency, Infrared, Radar, Radiation, Electro-optical, and Biometrics.<br />

• The <strong>Contract</strong>or shall establish and maintain systems to meet the up-to-date intelligence availability needs<br />

for tracking intelligence inputs (databases, websites and message traffic), from elements spanning the<br />

tactical to national levels, into identified database(s) in accordance with established Standard Operating<br />

Procedures (SOP).<br />

• The <strong>Contract</strong>or shall provide administrative and logistical support for conducting cyber field operations.<br />

• The <strong>Contract</strong>or shall support the development, fielding, and transition of the Defense Counter <strong>Intelligence</strong><br />

Information System, PORTICO, the Counter <strong>Intelligence</strong> and Human <strong>Intelligence</strong> Information<br />

Management System (CHIMS), and other related CI and HUMINT systems or capabilities, and conduct<br />

Worldwide PORTICO or other CI/HUMINT system fielding, training, and transition activities to include<br />

the development of Material Fielding Plans (MFP), Material Fielding Agreements (MFA), and PORTICO<br />

Transition Plans (PTP).
