• The <strong>Contract</strong>or shall assist with the development and completion of the SOVT.<br />

• The <strong>Contract</strong>or shall develop and provide appropriate property accountability documentation to the fielded<br />

organization and the <strong>INSCOM</strong> Property Book Officer as required.<br />

• The <strong>Contract</strong>or shall be prepared to provide New Equipment Training (NET) (operations and maintenance)<br />

on fielded equipment.<br />

5.1.3.1.6 Maintenance of <strong>INSCOM</strong> Prime Mission Equipment (PME) Prime Movers. The <strong>Contract</strong>or shall<br />

provide comprehensive maintenance support to <strong>INSCOM</strong>’s PME Prime Movers and their ancillary equipment. The<br />

<strong>Contract</strong>or shall provide vehicle maintenance support to allow dedicated PME equipment as well as Prime Movers<br />

to achieve high availability and operability. The comprehensive support shall be at unit level and below. The<br />

<strong>Contract</strong>or shall adhere to all <strong>Army</strong> regulations with regards to vehicle maintenance and follow all applicable<br />

guidelines for the completion of forms and records, and ensure the all actions necessary to support the <strong>Intelligence</strong><br />

Enterprise, including the following key functions, are performed:<br />

• The <strong>Contract</strong>or shall perform PMCS, as identified by customer requirements in TIs or Tasks, and ensure<br />

that proper records are completed (i.e., DD FORM 314). Information applicable to the <strong>Army</strong> Oil Analysis<br />

Program (AOAP) shall be captured on all vehicles. Vehicle lubrication shall be performed IAW with DA<br />

PAM 738-750 (Functional Users Manual for the <strong>Army</strong> Maintenance Management System (TAMMS-A).<br />

• The <strong>Contract</strong>or shall conduct equipment inspection and maintenance as required and document results on<br />

DA Form 2404 when applicable. GENESIS personnel supporting <strong>INSCOM</strong> PME prime movers shall<br />

possess a valid OF-348 vehicle driver’s license.<br />

• The <strong>Contract</strong>or shall perform an initial diagnosis of designated equipment and systems to determine<br />

condition using criteria contained in the Preventive Maintenance Checks and Services (PMCS) table of<br />

appropriate US <strong>Army</strong> Technical Maintenance Manual and/or manufacturer maintenance publications.<br />

• The <strong>Contract</strong>or shall develop a production plan and prepare a ULLS-generated 5988 or other document as<br />

directed by the Battalion Maintenance Officer (BMO) or other designated Government official for each<br />

item of equipment, specifying maintenance action to be performed, and sequenced according to the<br />

production plan.<br />

• The <strong>Contract</strong>or shall list work tasks in a TM sequence to provide even workflow and ensure quality<br />

performance and control, and sign off each increment of work in the corrective action block of the 5988,<br />

including time spent repairing the deficiency and identification of the servicing repair technician.<br />

• The <strong>Contract</strong>or shall perform all equipment services, ensuring work is performed by appropriately skilled<br />

personnel.<br />

• The <strong>Contract</strong>or shall provide ULLS Clerks as required to manage or assist the Battalion Maintenance<br />

Officer (BMO) or other designated Government official in ULLS management and provide maintenance<br />

teams with a current ULLS 5988 for equipment being worked on a daily basis.<br />

• The <strong>Contract</strong>or shall provide a complete ULLS 5988 with associated stock numbers of all parts and<br />

quantities to be ordered to the Brigade Maintenance Officer for verification of faults and approval.<br />

• The <strong>Contract</strong>or shall perform PLL clerical service in ordering approved parts as required.<br />

• The <strong>Contract</strong>or shall install recoverable items received by the unit as soon as possible and turn in<br />

unserviceable parts to the supporting SSA.<br />

• The <strong>Contract</strong>or shall ensure physical security of all Government property, equipment, tools, and facilities.<br />

• The <strong>Contract</strong>or shall provide appropriate individual protective equipment, such as safety shoes, coveralls,<br />

etc. as required. Personal protective equipment required for or to comply with Federal, State, Military<br />

Installation and/or OSHA statute, regulation or policy will be Government Furnished Equipment (GFE).<br />

• The <strong>Contract</strong>or shall ensure maintenance team personnel observe all safety guidelines and HAZMAT<br />

procedures.<br />

• The <strong>Contract</strong>or shall properly maintain the Consolidated Maintenance Facility (CMF) bays, work areas,<br />

tools, and equipment to include cleanliness and safety of work areas, proper storage of materials, parts,<br />

tools and equipment, and proper disposition and storage of waste materials.<br />

• The <strong>Contract</strong>or shall provide weekly maintenance and status reports to the Battalion Maintenance Officer<br />

(BMO) or other designated Government official, including a time on task report.<br />

• The <strong>Contract</strong>or shall maintain and update reporting status of required activities or tasks. Current status shall<br />

be updated and reported not less than weekly, unless required otherwise by specific tasking.
