L.5.5.4.3 Past Performance Projects - The offeror will provide a list of no more than five (5) recent and<br />

relevant mission/business critical/comparable/similar projects, ongoing or completed, performed by the offeror. In<br />

addition, provide the following information for each project listed:<br />

• Companies performing the project and company division/business segment<br />

• Name and location of the project<br />

• <strong>Contract</strong> type<br />

• Brief description (not to exceed one page)<br />

• Name and telephone number of customer’s representative most knowledgeable of the project<br />

• <strong>Contract</strong> number for government contract representative<br />

• Role on the project (prime/partner/subcontractor)<br />

• Original and final/current total contract value<br />

• Scheduled and actual start and completion dates<br />

• Indicate if the offeror (include parent companies and affiliated firms) is a stakeholder/customer of the work<br />

being performed.<br />

• If identified as a subcontractor on this project, include the following information:<br />

• Function/service on the project<br />

• Original and final value of the subcontract<br />

• <strong>Contract</strong> type for the subcontract<br />

• FAR 19 participants (Small Business, Small Disadvantaged Business, etc.) Subcontracting <strong>Contract</strong> Goals<br />

and the actual subcontracting achieved<br />

Each past performance project shall be no more than 3 pages.<br />

L.5.5.4.4 The Government may utilize references other than those identified by offerors in evaluation of<br />

offerors’ Past Performance. While the Government may elect to consider data obtained from other sources, the<br />

burden of providing accurate and complete, recent and relevant PPI that demonstrates the ability to perform this<br />

requirement rests with each offeror.<br />

The Socio-Economic volume consists of relevant information describing the offeror’s plan to utilize small business<br />

concerns. The following small business information shall be included within the Small Business volume.<br />

Any offeror receiving a contract shall agree in the contract that small business (SB), veteran-owned small business<br />

(VOSB), service-disabled veteran-owned small business (SDVOSB), HUBZone small business (HUBZone SB),<br />

small disadvantaged business (SDB), and women-owned small business (WOSB) concerns will have the maximum<br />

practicable opportunity to participate in contract performance consistent with its efficient performance.<br />

L.5.5.5.1 Small Business Participation Plan (SBPP)<br />

All offerors are required to submit a Small Business Participation Plan that addresses their intent to utilize small<br />

businesses in the performance of this acquisition. The SBPP dollar commitments are based on total acquisition value<br />

and should be comparable to the commitments in the SB Subcontracting Plan. Each offeror shall provide a SBPP<br />

containing all the elements described below. The Government approved SBPP will be incorporated into any
