U.S. ARMY INTELLIGENCE AND SECURITY COMMAND (<strong>INSCOM</strong>)<br />
DRAFT REQUEST FOR PROPOSAL<br />
The US <strong>Army</strong> <strong>Intelligence</strong> and Security Command (<strong>INSCOM</strong>) Directorate of <strong>Contract</strong>ing (DOC) is soliciting<br />
comments and suggestions from industry on its planned acquisition of <strong>Global</strong> <strong>Intelligence</strong> (GI) Services. This<br />
market research is to assist <strong>INSCOM</strong> in refining its requirements for service acquisition that will provide<br />
<strong>Intelligence</strong>, Security, and CYBER support services for <strong>INSCOM</strong> and its <strong>Intelligence</strong> Community (IC) Mission<br />
Partners worldwide. This acquisition will be designed as a multiple award IDIQ with the potential to support<br />
subsequent competitive task orders to execute the breadth of the mission.<br />
This document is a <strong>Draft</strong> <strong>RFP</strong> that will be used to finalize the <strong>RFP</strong> and performance requirements. It contains a<br />
<strong>Draft</strong> Section A- Executive Summary; <strong>Draft</strong> Section C - Performance Work Statement (PWS); <strong>Draft</strong> Section L -<br />
Instructions, Conditions and Notices to Offerors; and a <strong>Draft</strong> Section M - Evaluation Factors for Award. Disclosure<br />
of these draft requirements does not bind the Government, nor does it prevent the Government from altering these<br />
strategies between now and release of the formal <strong>RFP</strong>.<br />
The potential scope of the <strong>Global</strong> <strong>Intelligence</strong> requirements is depicted below:<br />
The concept of this draft <strong>RFP</strong> is that all offerors will be required to demonstrate the capability to successfully<br />
perform the entire PWS. The Government contemplates target award of 15 contracts, which includes target award<br />
of seven (7) contracts to Small Business concerns and eight (8) large business concerns. All task orders estimated<br />
to be valued at or less than $10 million will be competed as a small business set-aside. For task orders estimated<br />
above $10 million, the <strong>Contract</strong>ing Officer will determine whether the requirement is competed across the entire<br />
pool or as small business set-aside on case by case basis depending on complexity, location, size, scope, and etc.<br />

All responses must be received no later than 22 November 2011, 1200 EST.<br />
The Government reserves the right to answer or not answer any questions, comments, and suggestions received.
