• The <strong>Contract</strong>or shall provide <strong>INSCOM</strong> with expert-level programmatic resourcing submissions to HQDA<br />
G2, HQDA G3 Training and Manning PEG, DIA, CIFA, OSD, the Community Management Staff, the<br />
Congressional <strong>Intelligence</strong> Committees, and other entities as required.<br />
• The <strong>Contract</strong>or shall provide support to briefings, meetings, working groups, and conferences and shall<br />
provide visual aids and documentation as required.<br />
• The <strong>Contract</strong>or shall analyze the current TRM processes and recommend improvements.<br />
• The <strong>Contract</strong>or shall provide support in maintaining current and accurate TRM data.<br />
• The <strong>Contract</strong>or shall work with representatives from each MSC and staff element to support them in<br />
resolving problems with the data and to support answering requests for information based on the TRM data.<br />
• The <strong>Contract</strong>or shall provide functional subject matter support to G3 and <strong>INSCOM</strong> HQ in the areas of CI,<br />
HUMINT, Security, MASINT, All-Source Analysis and Production, and Security, specifically serving as<br />
the interface between the <strong>INSCOM</strong> G3 and <strong>INSCOM</strong> RM for the articulation of functional issues and<br />
shortfalls into sound, implementable resourcing strategies.<br />
• The <strong>Contract</strong>or shall provide support in the research, analysis, preparation and justification of current year<br />
budget execution reports for submission to HQDA, CIFA, OSD, DIA and other agencies as appropriate.<br />
This includes support for these reports as necessary before <strong>Army</strong> and non-<strong>Army</strong> agencies. This process<br />
requires senior level expertise and background in experience in dealing with program issues with these<br />
organizations.<br />
• The <strong>Contract</strong>or shall provide subject matter support to <strong>INSCOM</strong> G1, G3, and RM regarding the utilization<br />
of resources to fill civilian personnel requirements.<br />
• The <strong>Contract</strong>or shall provide support for the <strong>INSCOM</strong> RM and HQ Staff involving appropriate allocation<br />
of budget year resources for <strong>INSCOM</strong> MSCs programs, to include the identification of resource allocations<br />
based on command priorities and operational requirements, intelligence gaps, collection requirements to fill<br />
gaps in information, provide analysis of resulting intelligence.<br />
• The <strong>Contract</strong>or shall analyze and provide recommendations to support an analytical approach to projects, to<br />
include the review and validation of conclusions relating to the assigned area and issues.<br />
• The contractor shall work with the <strong>INSCOM</strong> RM, G3 and subordinate commands to identify unfinanced<br />
requirements (UFRs), and provide recommendations for their prioritization, and the appropriate courses of<br />
action to fund priority UFRs.<br />
5.2.2 Administrative Support. The <strong>Contract</strong>or shall provide administrative support including, but not limited to,<br />
data retrieval, preparing reports, personnel actions, staff meetings and providing support for briefings. Specific tasks<br />
include, but are not limited to:<br />
• The <strong>Contract</strong>or shall provide administrative support for the annual budget process. The <strong>Contract</strong>or shall<br />
support the monitoring and tracking of the obligations and expenditures and verifying that obligations and<br />
expenditures are within the amounts programmed.<br />
• The <strong>Contract</strong>or shall perform a variety of general office, personnel and receptionist functions, resource<br />
management and database input, administrative and clerical work for the entire organization.<br />
• The <strong>Contract</strong>or shall provide support for the management of resources to include, but not limited to,<br />
maintaining calendars, schedule appointments, conferences; processing travel claims to include all<br />
processes and documentation using Defense Travel System; preparing and submitting messages to request<br />
country and area clearances; maintaining comprehensive travel files on a continuing basis.<br />
5.2.3 Force Management The <strong>Contract</strong>or shall provide support to Force Management and Force Integration<br />
processes, including research of concepts and force development, analysis of strategic and operational requirements,<br />
training, planning, programming, development of decision support tools and manpower and equipment surveys in<br />
accordance with <strong>Army</strong> regulations. Specific tasks include, but are not limited to:<br />
• The <strong>Contract</strong>or shall provide analytic support to concept and doctrine development and force structure<br />
design. This support includes force structuring and system modernization, planning, development,<br />
acquisition, production, testing, fielding, operations, maintenance and retirement of organizations and<br />
systems. The <strong>Contract</strong>or shall make improvement recommendation to current and planned Command<br />
organizations, regarding strategic, operational, and tactical intelligence issues.<br />
• The <strong>Contract</strong>or shall support combat development functions and analyses on organizations and operations<br />
to determine Doctrine, Information, Training, Leader Development, Organization, Material and Soldiers
