validation and clearing actions; repair and return processing; Original Equipment Manufacturer (OEM) processing;<br />

Return Material Authorization (RMA) coordination and actions; Controlled Cryptographic Item (CCI) movement;<br />

special category movement; airlift coordination; documentation control; Hazardous Materiel (HAZMAT)<br />

documentation and actions; Over, Short, or Damage (OS&D) claims procedures; inventory management systems<br />

maintenance; Portal updating (procurement section and shipping section); Work Order processing and updating;<br />

special category movement control; inventory control and special audits; shipping invoice validation; logistics<br />

instruction; identification, reporting, and disposition of excess material processing; general warehouse operations<br />

and control; forklift operations; overall safety, and all other logistics and transportation functions as required. The<br />

<strong>Contract</strong>or shall staff and manage all logistics functions effectively to meet specific requirements of TIs, Tasks, and<br />

QRC operations. The primary consideration shall be timely and effective logistics support that meets the mission<br />

support requirements of <strong>INSCOM</strong>. The <strong>Contract</strong>or shall provide necessary components to satisfy QRC and critical<br />

maintenance asset in a timely manner.<br />

5.1.3.1.2 Maintenance Support. The <strong>Contract</strong>or shall provide field and sustainment levels of maintenance support<br />

of systems worldwide. This support shall include preventive maintenance; inspection and analysis; fault isolation;<br />

repair; alignment; and calibration of Test, Measurement, and Diagnostic Equipment (TMDE) IAW Technical<br />

Bulletin (TB) 43-180 (Calibration and Repair Requirements for the Maintenance of <strong>Army</strong> Materiel). Requirements<br />

include, but are not limited to:<br />

• The <strong>Contract</strong>or shall perform Preventive Maintenance, Checks, and Services (PMCS) on supported systems<br />

and ancillary equipment, as required, IAW applicable Technical Manuals (TMs), OEM specifications,<br />

and/or other approved documentation.<br />

• The <strong>Contract</strong>or shall inspect and analyze systems and ancillary equipment, such as antennas, antenna<br />

support structures, and PGE, according to established schedules.<br />

• The <strong>Contract</strong>or shall monitor system performance, isolate faults, and repair system malfunctions as they<br />

occur.<br />

• The <strong>Contract</strong>or shall align and calibrate mission systems and ancillary equipment, such as antenna systems<br />

and PGE, IAW applicable TMs to ensure optimal system performance.<br />

• The <strong>Contract</strong>or shall maintain intrusion detection and access control systems to include badge readers,<br />

video cameras, turnstiles, etc.<br />

• The <strong>Contract</strong>or shall provide support from local area technicians and flyaway support.<br />

• The <strong>Contract</strong>or shall provide new equipment fielding support to provide technical assistance, maintenance,<br />

and maintenance training to fielded units.<br />

• The <strong>Contract</strong>or shall maintain and update status of facilities, mission systems, and tasks on the GENESIS<br />

Portal.<br />

• The <strong>Contract</strong>or shall obtain cost data through research of supply records and market surveys and shall<br />

arrange for repair within the guidelines detailed in Figure4A-1.<br />

old unit<br />

5.1.3.1.3 Systems Engineering Support. The <strong>Contract</strong>or shall provide engineering and technical expertise to<br />

conduct QRC and prototype system engineering for SIGINT; Image <strong>Intelligence</strong> (IMINT); Measurement and<br />

Signatures <strong>Intelligence</strong> (MASINT); Counter <strong>Intelligence</strong> and Human <strong>Intelligence</strong> (CI/HUMINT), and other<br />

ISR/IEW/TROJAN/STG and communications equipment to include ground and air platforms, systems, subsystems,<br />

components, items, and host-nation support initiatives. Requirements include, but are not limited to:<br />

• The <strong>Contract</strong>or shall use formal systems engineering practices throughout the lifecycle to ensure the<br />

fielding of the system on schedule and within budget.
