1.0 OVERVIEW<br />
1. GENERAL: This is a non-personnel services contract to provide the United States <strong>Army</strong> <strong>Intelligence</strong> and<br />
Security Command (<strong>INSCOM</strong>) and its <strong>Intelligence</strong> Community (IC) Mission Partners <strong>Global</strong> <strong>Intelligence</strong>, Security,<br />
and CYBER Support Services. The Government shall not exercise any supervision or control over the contract<br />
service providers performing the services herein. Such contract service providers shall be accountable solely to the<br />
<strong>Contract</strong>or who, in turn is responsible to the Government.<br />
1.1 Description of Services/Introduction: The <strong>Contract</strong>or shall provide all personnel, equipment, supplies,<br />
facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to<br />
perform <strong>Global</strong> <strong>Intelligence</strong> Services Support as defined in this Performance Work Statement, except for those<br />
items specified as government furnished property and services.<br />
The <strong>Contract</strong>or shall perform to the standards in this contract and awarded task orders. This PWS defines functional<br />
requirements, as well as performance levels and timeframes to evaluate the <strong>Contract</strong>or’s while implementing the<br />
task orders issued under the GI contract. It is designed to provide acceptable levels of performance against which<br />
the <strong>Contract</strong>or's performance shall be measured. Task orders will identify more specific service levels for acquired<br />
services to support programs or operation.<br />
1.2 BACKGROUND. The U.S. <strong>Army</strong> <strong>Intelligence</strong> and Security Command (<strong>INSCOM</strong>) is a Direct Reporting Unit<br />
(DRU) to Headquarters, Department of the <strong>Army</strong> (HQDA), G-2, and conducts dominant intelligence, security, and<br />
information operations for military commanders and national decision-makers. Charged with providing the<br />
warfighter the actionable intelligence needed to understand the battlefield and to focus and leverage combat power,<br />
<strong>INSCOM</strong> collects and maintains intelligence information in all intelligence disciplines. <strong>INSCOM</strong> also conducts a<br />
wide range of services, including but not limited to analysis, imagery exploitation, and science and technology<br />
intelligence production. <strong>INSCOM</strong> and its Mission Partners have major responsibilities in various areas: to include,<br />
but not limited to counterintelligence and force protection, electronic warfare, information warfare, information<br />
operations, and support to force modernization and training. Headquartered at Fort Belvoir, VA, <strong>INSCOM</strong> is a<br />
global command with ten Major Subordinate Commands (MSCs) and responsible for coordinating <strong>Army</strong>-wide use<br />
of intelligence assets. The command synchronizes the intelligence operations of all <strong>INSCOM</strong> elements to ensure<br />
multi-discipline intelligence support to theater/component warfighters, the <strong>Intelligence</strong> Community (IC), and other<br />
national agencies which have established a mission partnership with <strong>INSCOM</strong>. In addition to <strong>INSCOM</strong>’s 10 MSCs,<br />
the command exercises management control over a variety of smaller units with more than 11,000 personnel<br />
dispersed over 180 locations worldwide.<br />
1.3 PURPOSE. The purpose of this acquisition is for <strong>INSCOM</strong> to provide more responsive acquisition of services<br />
for current and future <strong>Army</strong> <strong>Intelligence</strong>, Security, and CYBER requirements and related support services. These<br />
services will supply resources that support a breadth and depth of various missions to include but not limited to:<br />
intelligence analysis, electronic systems, <strong>Intelligence</strong> Surveillance and Reconnaissance (ISR) Systems, security<br />
systems, Quick Reaction Capability (QRC) systems, prototype intelligence hardware/software suites, and facilities<br />
that are developed, deployed, maintained and repaired at the highest state of readiness consistent with <strong>Army</strong><br />
directives and standards.<br />
1.4 SCOPE.<br />
This acquisition establishes and defines the requirements for a comprehensive intelligence services support program.<br />
This contract will support complex, classified, compartmented, and/or unique ground-based and airborne<br />
reconnaissance and electronic intelligence collection and production systems. The PWS also establishes a<br />
comprehensive and integrated approach to providing support to the intelligence mission that evolves from multiple<br />
current disparate IC support services contracts. A single acquisition will lead to multiple contracts that will provide<br />
for the competitive placement of task orders to meet current and future <strong>Army</strong> <strong>Intelligence</strong>, Security, and CYBER<br />
requirements. The support services under this contract include the following areas: (1) <strong>Intelligence</strong>, Security and<br />
CYBER Operations – including Mission Support for Facilities Management, Logistics, and Foundry Training; (2)<br />
Train and Sustain – including Program Management, Strategic Planning, and Administrative Support services; and
