SECTION 1 INTRODUCTION This Quality Assurance Project Plan (QAPP) has been prepared for the site assessment activities being conducted at the Proposed South Region Middle School #4 and High School #9 for the Los Angeles Unified School District (LAUSD) in South Gate, California. The purpose of this QAPP is to present the organization, objectives, functional activities, and specific quality assurance (QA) and quality control (QC) activities in support of anticipated sampling activities. This QAPP incorporates the following references in establishing the project criteria: • Los Angeles Regional Water Quality Control Board (LARWQB), General Laboratory Testing Requirements for Petroleum Hydrocarbon Impacted Sites; • United States Environmental Protection Agency (USEPA), Guidance for the Data Quality Objectives Process (USEPA, 1994b); • USEPA, Test Methods for Evaluating Solid Wastes, Physical/Chemical Methods, SW-846, Third Edition, Update III (USEPA, 1996); • American National Standards Institute/American Society of Quality Control (ANSI/ASQC E-4-1994), Specifications and Guidelines for Quality Systems for Environmental Data Collection and Environmental Technology Programs, July 1994, (Draft); and • USEPA, Risk Assessment Guidance for Superfund, Volume 1: Human Health Evaluation Manual [Parts A, B, and C] (USEPA, 1989, 1991a, and 1991b). The procedures described herein will be performed in accordance with the guidance, regulations, and documents presented in the project statement of work. 1.1 PROJECT DESCRIPTION The Site consists of a number of separate properties that comprise approximately 35 acres. These properties have been used for a variety of industrial and commercial purposes, including metal foundries, a plating shop, machine shops, a pesticide formulation facility, and other similar uses. LAUSD is currently evaluating the Site as the location of a potential new school. The assessment work to be conducted at the Site will be performed under oversight from the Department of Toxic Substances Control (DTSC) of CalEPA. The initial phase of assessment work consisted of implementing a Site-Wide Groundwater Monitoring Plan (Parsons, 2003), which included the installation of approximately eight new groundwater monitoring wells, sampling groundwater from the 1-1 K:\Depts\Dept48\LAUSD\MSA WORK\QAPP\Draft Final QAPP to DTSC\QAPP for OU 1 RAP.DOC 281
new wells and from about 70 previously installed wells, and abandonment of approximately nine wells. Investigative work at the Site was performed as part of a Remedial Investigation (RI) and involved the collection and analysis of soil, soil gas, and additional groundwater samples. This data was used to evaluate the nature and extent of chemicals of potential concern (COPCs), potential risks to human health and the environment, and ascertain the need for and scope of remedial action. The scoping for the RI was initiated upon completion of a Preliminary Endangerment Assessment (PEA), which was completed in February of 2005. This QAPP is designed to support remedial investigation and remedial action activities. This QAPP supercedes the DTSC-approved QAPP (Parsons, 2001). The scope of work for the assessment includes collection and analysis of soil, soil gas, and groundwater samples. The data will be used to evaluate the nature and extent of potential impacts, related risks to human health and the environment, and the need for remedial action. The scope of work for remedial action activities is to collect confirmation and waste profiling samples. 1.2 PURPOSE AND SCOPE OF QAPP This QAPP sets forth quality guidelines for all activities, products, and services and is designed to ensure that all activities are accomplished in an approved, prescribed manner by technically trained and competent staff. This document establishes the QA requirements and assigns responsibility to project personnel and subcontractors for ensuring that project objectives will be achieved. This QAPP consists of the QA program requirements that are responsive to all guidance documents referenced in Section 1. Quality requirements specified in this document are tailored to the needs of this assessment project. 1.3 PROJECT OBJECTIVE The purpose of this assessment work is to characterize the nature and extent of COPCs at the site and identify whether the potential for significant adverse human or ecological impacts exist. The site characterization will support the evaluation of potential school use of the site. The purpose of remedial action work is to confirm that the remedial action objectives have been achieved in order to support a “No Further Action Determination” by DTSC. 1.4 PROJECT ORGANIZATION AND RESPONSIBILITIES This project will be accomplished with project personnel and various subcontractors. Subcontractors will include drillers, surveyors, and analytical laboratory(s).
