Site Specific Health & Safety Plan (HASP)
The key Parsons personnel assigned to the LAUSD include a Project Manager (PM), a Field
Team Manager, and a Site Health and Safety Officer (SHSO). The Parsons team assigned to the
project, their responsibilities, and lines of authority are outlined below (Table 3-1).

The PM is directly responsible for the execution of all phases of this project. The PM also is
responsible for planning, staffing, ensuring quality assurance/quality control (QA/QC), executing
each phase of the work, coordinating with the client, interpreting data, and reporting. The PM
will also ensure that each task and project is covered under this HASP. The PM will ensure
preparation of an HASP addendum for tasks not covered in the HASP, including identification of
specific site activity and/or conditions and preparation, review, and completion of an activity
hazard analysis (AHA) for those activities. The PM will be responsible for ensuring that a
subcontractor’s health and safety requirements are based on LAUSD, the California
Occupational Safety and Health Administration (Cal/OSHA), and project health and safety
requirements. The PM will communicate potential site hazards to all Parsons subcontractors.
The Project Health and Safety Manager and Pasadena Facility Health and Safety Representative
(FHSR) will be responsible for updating and revising the HASP, as needed. The PM and FHSR
also are responsible for ensuring that all field team members meet health and safety training and
medical monitoring requirements.
The Field Team Manager and SHSO will support the PM for the specific work that will be
accomplished at the Site and will be responsible for scheduling and coordinating the field
activities at the Site. The Field Team Manager will assist the PM in the organization and
execution of health and safety requirements for project tasks. The SHSO will ensure that all
field activities are performed with strict adherence to Cal/OSHA requirements, this HASP, and
any HASP addenda. The SHSO has the authority to stop work if actions or conditions are judged
to be unsafe or not in conformance with this HASP or an addendum to the HASP.
All LAUSD project team members are responsible for reading and conforming to this HASP.
No employee shall perform a project activity that he or she believes may endanger his or her
health and safety or the health and safety of others. Team members should report any unsafe or
unhealthful situation or condition to the SHSO and/or field team manager. If a team member
prefers, and if the concern is not an emergency, concerns may be reported anonymously to the
Corporate Health and Safety Manager.
Subcontractors are responsible for the health and safety of their employees.
