NOTE: Transportation to a medical facility for non-emergencies must be done by at least two
(2) individuals (i.e. driver and observer).

4.11.4 Emergency Medical Response
When an emergency occurs, decisive action is required. Rapidly made choices may have farreaching,
long-term consequences. Delays of minutes can create or exacerbate life-threatening
situations. Personnel must be ready to respond to emergency situations immediately. All
personnel will know their own responsibilities during an emergency, know who is in charge
during an emergency, and the extent of that person's authority. This section outlines personnel
roles, lines of authority, and communication procedures during emergencies.
In the event of an emergency situation at the site, the Field Team Manager will assume total
control and will be responsible for on-site decision-making. This individual has the authority to
resolve all disputes about health and safety requirements and precautions. He is also responsible
for coordinating all activities until emergency response teams (ambulance, fire department, etc.)
arrive on site.
The Field Team Manager and/or SHSO will ensure that the necessary LAUSD personnel,
Parsons personnel, and agencies are contacted as soon as possible after the emergency occurs.
All on-site personnel must know the location of the nearest phone and the location of the
emergency phone number list.
The project shall display posters/signs with emergency telephone numbers and locations of
facilities in visible locations and at selected phone locations throughout the project area
(including subcontractor facilities).
