Thrust 8: Strategic Positioning<br />

Establish a global marketing strategy to build brand recognition <strong>for</strong> Malaysian biotech and<br />

benchmark progress. Establish Malaysia as a center <strong>for</strong> contract research and contract manufacturing<br />

organizations.<br />

Thrust 9: Government Commitment<br />

Establish a dedicated and professional implementation agency overseeing the development<br />

of Malaysia’s biotech industry under the aegis of the Prime Minister and relevant government<br />

ministries.<br />

The implementation of the National <strong>Biotechnology</strong> Policy encompasses three main phases:<br />

Phase 1 (2005–2010): Capacity building<br />

Establish advisory and implementation councils.<br />

Establish Malaysian <strong>Biotechnology</strong> Corporation.<br />

Educate and train knowledge workers.<br />

Develop legal and IP framework. <strong>Business</strong> development through accelerator program.<br />

Build Malaysian branding.<br />

Create initial jobs and industries in agricultural biotech, health care biotech, industrial<br />

biotech, and bioin<strong>for</strong>matics.<br />

Phase 2 (2011–2015): Science to <strong>Business</strong><br />

Develop expertise in drug discovery and development based on natural resources.<br />

Develop new products.<br />

Acquire technology.<br />

Intensify investment promotion.<br />

Intensify spin-off of companies.<br />

Strengthen branding.<br />

Develop capability in technology licensing.<br />

Create knowledge-intensive jobs.<br />

Phase 3: Global Presence<br />

Consolidate strengths and capabilities in technology development.<br />

Further develop expertise and strength in drug discovery and development.<br />

Strengthen innovation and technology licensing.<br />

Promote global Malaysian companies. It is intended that by 2020 Malaysia will be a global<br />

player in biotechnology and at least 20 global Malaysian companies will be generated.<br />
