ways dwindle down in area so that <strong>the</strong> ventilating- power is absorbed by<br />

friction to <strong>the</strong> extent that only 33 per cent, <strong>of</strong> <strong>the</strong> efficiency <strong>of</strong> <strong>the</strong> fan is<br />

realized, or it may be (<strong>and</strong> I have found it so) that <strong>the</strong> air stoppings<br />

are nesflected, so that <strong>the</strong> air-current as it travels in <strong>the</strong> inlet leaks direct<br />

to <strong>the</strong> fans Avithout first having- travelled <strong>the</strong> entire colliery, <strong>and</strong> in some<br />

cases <strong>the</strong> fan is put to an unusual speed in order to g-et <strong>the</strong> desired<br />

quantity <strong>of</strong> air. Again as to <strong>the</strong> roadbeds, <strong>the</strong> miners in some cases<br />

are obliged to walk to <strong>and</strong> from <strong>the</strong>ir work in water. I have m^'self in<br />

some collieries walked ankle deep on <strong>the</strong> "gangway," <strong>and</strong> as in <strong>the</strong> case<br />

<strong>of</strong> <strong>the</strong> fan, so it is with <strong>the</strong> mule power in transporting coal to <strong>the</strong> bottom<br />

<strong>of</strong> <strong>the</strong> shaft or slope, it is absorbed by friction. Power is a big item<br />

<strong>of</strong> <strong>the</strong> expense in running a colliery, <strong>and</strong> if he into whose care it is in-<br />

trusted fails ei<strong>the</strong>r by neglect or ignorance to properly economize its<br />

use he iscertainly taking <strong>the</strong> money out <strong>of</strong> his employer's pocket, as well<br />

as depriving <strong>the</strong> workmen <strong>of</strong> that health <strong>and</strong> comfort it is intended by<br />

<strong>the</strong>ir employer <strong>the</strong>y should have.<br />

We feel justified in saying that if those having <strong>the</strong> power to hire mine<br />

foremen would displace <strong>the</strong>m if found negligent or incompetent, that it<br />

would be <strong>the</strong> means <strong>of</strong> increasing <strong>the</strong> safety <strong>of</strong> life <strong>and</strong> property, prevent<br />

a great deal <strong>of</strong> unnecessary anxiety <strong>of</strong> mind <strong>and</strong> loss <strong>of</strong> time, <strong>and</strong> reduce<br />

<strong>the</strong> expenses brought about by litigation in our courts, which follow as<br />

<strong>the</strong> result <strong>of</strong> <strong>the</strong> inefficiency <strong>of</strong> <strong>the</strong> mine foremen.<br />
