Sir: I have <strong>the</strong> honor herewith <strong>of</strong> presenting- my annual report as In-<br />

spector <strong>of</strong> mines for <strong>the</strong> Third <strong>anthracite</strong> district for <strong>the</strong> year 1891.<br />

The report contains <strong>the</strong> full statistics <strong>of</strong> <strong>the</strong> Second district previous<br />

to <strong>the</strong> division being made by <strong>the</strong> commission appointed by <strong>the</strong> Gov-<br />

ernor to revise <strong>the</strong> mining- law <strong>of</strong> 1885, which created a new inspection<br />

district from <strong>the</strong> First <strong>and</strong> Second districts.<br />

The number <strong>of</strong> lives lost was 60, leaving- 18 wives widows <strong>and</strong> 63<br />

orphans.<br />

The number <strong>of</strong> serious non-fatal accidents was 189, being 15 more than<br />

<strong>the</strong> previous year.<br />

The production <strong>of</strong> coal was 6,125,099f tons, being 896,072 tons more<br />

than <strong>the</strong> production <strong>of</strong> <strong>the</strong> year 1890. The production <strong>of</strong> coal per life<br />

lost was 102,084 tons, a decrease <strong>of</strong> 3,823 tons from that <strong>of</strong> <strong>the</strong> year 1890.<br />

On March 9, 1891, a commission was appointed by <strong>the</strong> Governor to re-<br />

vise <strong>the</strong> <strong>anthracite</strong> mine law <strong>of</strong> 1885 <strong>and</strong> report <strong>the</strong> results <strong>of</strong> <strong>the</strong>ir labor<br />

to <strong>the</strong> legislature, which was in session at <strong>the</strong> time. The commission<br />

sent in <strong>the</strong>ir report at <strong>the</strong> time specified <strong>and</strong> it was acted upon <strong>and</strong> passed<br />

with some alterations made by <strong>the</strong> legislature, one <strong>of</strong> which left Sullivan<br />

county out <strong>of</strong> <strong>the</strong> provisions ei<strong>the</strong>r <strong>of</strong> <strong>the</strong> <strong>anthracite</strong> or <strong>bituminous</strong><br />

mine law. There being only one colliery in Sullivan county at present,<br />

which is located at Bernice, <strong>and</strong> operated by <strong>the</strong> State Line <strong>and</strong> Sullivan<br />

Railroad Company, which was under <strong>the</strong> <strong>anthracite</strong> law in <strong>the</strong> Second<br />

district at <strong>the</strong> time <strong>of</strong> <strong>the</strong> revision. I asked <strong>the</strong> <strong>of</strong>ficials at Bernice if<br />

<strong>the</strong>y would please send all reports <strong>of</strong> <strong>the</strong>ir colliery to me, as usual, which<br />

<strong>the</strong>y kindly have done, so that this report contains <strong>the</strong> full statistics <strong>of</strong><br />

Bernice colliery as heret<strong>of</strong>ore.<br />
