mine is situated, <strong>and</strong> <strong>the</strong> surveys <strong>of</strong> <strong>the</strong> face <strong>of</strong> <strong>the</strong> workings alono- such<br />

pillar shall be made in duplicate <strong>and</strong> must practically agree."<br />

In order to comply with this provision J. F. Snyder, chief miningengineer<br />

<strong>of</strong> <strong>the</strong> Delaware, Lackawanna <strong>and</strong> Western Railroad Company,<br />

J. H. Bowden, chief mining- engineer <strong>of</strong> <strong>the</strong> Susquehanna Coal Company,<br />

W. J. Eichards, chief mining- engineer <strong>of</strong> <strong>the</strong> Lehigh <strong>and</strong> Wilkesbarre<br />

Coal Company, <strong>and</strong> G. M. Williams, mine Inspector <strong>of</strong> this district, met<br />

<strong>and</strong> agreed that all <strong>the</strong> said pillars as far as related to <strong>the</strong>ir companies<br />

should be in accordance with <strong>the</strong> following terms <strong>and</strong> formulas<br />

Agreement<br />

In compliance with <strong>the</strong> requirements <strong>of</strong> section ten, article three <strong>of</strong> <strong>the</strong><br />

act <strong>of</strong> June 2, 1891, entitled " An act to provide for <strong>the</strong> health <strong>and</strong> safety<br />

<strong>of</strong> persons employed in <strong>and</strong> about <strong>the</strong> <strong>anthracite</strong> coal mines <strong>of</strong> Pennsylvania,<br />

<strong>and</strong> for <strong>the</strong> protection <strong>and</strong> preservation <strong>of</strong> property connected<br />

<strong>the</strong>rewith," it is hereby agreed between <strong>the</strong> engineers <strong>of</strong> <strong>the</strong><br />

<strong>and</strong> <strong>of</strong> <strong>and</strong> <strong>the</strong> Inspector <strong>of</strong> mines <strong>of</strong> <strong>the</strong><br />

Anthracite district <strong>of</strong> Pennsylvania, that <strong>the</strong> barrier pillars to be left,<br />

one-half {\) by each owner, between <strong>the</strong> workings<br />

on <strong>the</strong>ir adjoining properties, are to be, as nearly as practicable, <strong>of</strong> <strong>the</strong><br />

thickness to be determined as follows :<br />

First. That after this date <strong>the</strong> width <strong>of</strong> barrier pillar between <strong>the</strong><br />

workings <strong>of</strong> adjacent properties is to be five times <strong>the</strong> thickness <strong>of</strong> seam<br />

mined out fi-om floor to ro<strong>of</strong> at <strong>the</strong> water drainage level ; <strong>and</strong> that at all<br />

points below such level its width shall be equal to <strong>the</strong> thickness mined<br />

out at that point multiplied by one per cent, <strong>of</strong> <strong>the</strong> depth below drainage<br />

level added to five times <strong>the</strong> said thickness mined out. Thus<br />

Thickness <strong>of</strong> workings X one per cent, <strong>of</strong> depth below drainage level +<br />

thickness <strong>of</strong> workings X 5 = width <strong>of</strong> barrier pillar. And as fur<strong>the</strong>r<br />

illustrated by <strong>the</strong> attached table <strong>of</strong> pillars to be left between adjoining<br />

mines <strong>of</strong> different thicknesses <strong>of</strong> workings at difl'erent depths.<br />

Second. That <strong>the</strong> water drainage level shall be understood to mean <strong>the</strong><br />

level at which Avater would drain <strong>of</strong>i" from any ab<strong>and</strong>oned workings, <strong>and</strong><br />

that where <strong>the</strong> level is higher in one mine than in an adjoining one <strong>the</strong><br />

higher level shall be taken, <strong>and</strong> where <strong>the</strong>re is but one mine opened it<br />

shall determine its drainage level, <strong>and</strong> if <strong>the</strong> drainage level <strong>of</strong> a mine<br />

subsequently opened upon adjoining l<strong>and</strong>s is higher, <strong>the</strong> additional<br />

thickness required shall be left by <strong>the</strong> owner <strong>of</strong> said mines.<br />

Third. That <strong>the</strong>se thicknesses shall be subject to such modifications<br />

as may be deemed advisable under varying conditions <strong>of</strong> <strong>the</strong> strata <strong>and</strong><br />

seams due to proximity <strong>of</strong> o<strong>the</strong>r seams, faulty nature <strong>of</strong> seam or strata<br />

or o<strong>the</strong>r conditions shown by <strong>the</strong> development <strong>of</strong> <strong>the</strong> workings.<br />

Fourth. That on notice <strong>of</strong> ei<strong>the</strong>r party that any modifications <strong>of</strong> this<br />

agreement are desirable a meeting shall be forthwith held to decide <strong>the</strong><br />

same.<br />
