employer but <strong>for</strong> only one profession, or a C-permit, unlimited <strong>and</strong> valid <strong>for</strong> any employer <strong>and</strong> any<br />

profession.<br />

The CGE <strong>and</strong> the Refugee Office of Caritas may provide assistance <strong>in</strong> f<strong>in</strong>d<strong>in</strong>g jobs.<br />

Convention <strong>refugees</strong> are entitled to unemployment benefit.<br />

Language tuition<br />

In general, the CGE pays <strong>for</strong> language tuition <strong>for</strong> <strong>refugees</strong> without resources, <strong>in</strong> order to facilitate<br />

their <strong>in</strong>tegration <strong>in</strong>to the country.<br />

School attendance<br />

Refugee children have the same access to the school system as nationals. If the child is over six<br />

years old <strong>and</strong> has at least one sibl<strong>in</strong>g, the family is entitled to an allowance at the start of the<br />

school year.<br />

The school system is the same <strong>for</strong> all children regardless of their ethnic orig<strong>in</strong>. Children of<br />

<strong>refugees</strong> who do not speak any of the three official languages of the Luxembourg school system,<br />

i.e. Luxembourgish (“Lëtzeburgesch”), French <strong>and</strong> German, may be placed <strong>in</strong> reception classes<br />

<strong>in</strong> primary schools or classes with special language provision (“classes à régime l<strong>in</strong>guistique<br />

particulier”) <strong>in</strong> secondary schools. After one or two years, they attend a normal class, but may still<br />

receive <strong>in</strong>tensive language courses, if needed.<br />

Mother tongue tuition<br />

Except <strong>for</strong> Portuguese <strong>and</strong> Italian language, there is no mother tongue tuition available with<strong>in</strong> the<br />

national school system. For children from non-EU Member States, unofficial classes have been<br />

organised, sometimes – but not always – on the authorisation of the M<strong>in</strong>istry of Education.<br />

Access to the adult education system<br />

Access <strong>for</strong> adults to the educational system is free but rema<strong>in</strong>s problematic <strong>for</strong> many <strong>refugees</strong><br />

because of the language barrier.<br />

Foreign diplomas will be recognised where they are a requirement <strong>for</strong> access to the education<br />

system.<br />

Refugees are also entitled to grants from the M<strong>in</strong>istry of Education.<br />

They may also attend vocational tra<strong>in</strong><strong>in</strong>g courses designed <strong>for</strong> the unemployed.<br />

Access to the national health service<br />

Refugees have the same access to the national health system as nationals.<br />

Unaccompanied m<strong>in</strong>ors<br />

Unaccompanied m<strong>in</strong>ors under 15 years of age are given a refugee travel document, which is<br />

renewable annually. Those over 15 years of age are, like adults, given a refugee travel document,<br />

renewable every two years, together with an alien's identity card which is valid <strong>for</strong> five years.<br />

M<strong>in</strong>ors can be placed under the care of a guardian on the decision of the “juge des tutelles”, a<br />

special judge appo<strong>in</strong>ted by the Children’ Court, responsible <strong>for</strong> guardianship issues.<br />
