Hous<strong>in</strong>g<br />

All Dutch municipalities are obliged by law to accommodate a certa<strong>in</strong> number of Convention<br />

<strong>refugees</strong> <strong>and</strong> persons hold<strong>in</strong>g humanitarian status. The M<strong>in</strong>istry of Justice publishes this figure<br />

every six months. Distribution is based solely on the number of <strong>in</strong>habitants already liv<strong>in</strong>g <strong>in</strong> the<br />

each municipality. No other factors – such as educational facilities, employment opportunities or<br />

the number of aliens already liv<strong>in</strong>g <strong>in</strong> that area – are taken <strong>in</strong>to consideration.<br />

Refugees have very little choice as to where they are accommodated. The COA is responsible <strong>for</strong><br />

distribution <strong>and</strong> usually only takes account of the presence of close family members – parents,<br />

children <strong>and</strong> sibl<strong>in</strong>gs – or, on very rare occasions, the fact that someone already has a job or has<br />

been accepted as a student <strong>in</strong> a specific municipality. Furthermore, s<strong>in</strong>ce they receive only one<br />

offer of accommodation, it is almost impossible <strong>for</strong> them to refuse.<br />

Refugees who are able to f<strong>in</strong>d their own accommodation are allowed to settle wherever they wish<br />

<strong>in</strong> the Netherl<strong>and</strong>s. About 40% of <strong>refugees</strong> succeed <strong>in</strong> f<strong>in</strong>d<strong>in</strong>g their own accommodation with<strong>in</strong><br />

four months. Others have to wait <strong>for</strong> accommodation, dur<strong>in</strong>g which time they rema<strong>in</strong> at the<br />

residence centres.<br />

Freedom of movement/residence<br />

Work<br />

Convention <strong>refugees</strong> <strong>and</strong> persons issued with residence permits on humanitarian grounds are<br />

free to travel anywhere except their country of orig<strong>in</strong>. Convention <strong>refugees</strong> are entitled to a<br />

refugee passport. Persons with humanitarian status may apply <strong>for</strong> an alien's passport if they are<br />

unable to get a national passport of their own country.<br />

All groups are permitted to take up employment <strong>and</strong> work permits are not necessary. After<br />

settl<strong>in</strong>g <strong>in</strong> a municipality they must sign on at the Employment Exchange. After their <strong>in</strong>tegration<br />

program is over, the Employment Exchange supports them <strong>in</strong> f<strong>in</strong>d<strong>in</strong>g jobs.<br />

Language tuition<br />

After settl<strong>in</strong>g <strong>in</strong> a municipality, all Convention <strong>refugees</strong> <strong>and</strong> holders of humanitarian status have to<br />

attend a compulsory <strong>in</strong>tegration programme. The programme <strong>in</strong>cludes 600 hours of Dutch tuition.<br />

School attendance<br />

School attendance is compulsory <strong>for</strong> all children between the ages of 5 <strong>and</strong> 16. Primary schools<br />

(up to 13 years) which are attended by four or more <strong>for</strong>eign children receive extra fund<strong>in</strong>g.<br />

In some cases, children who cannot speak Dutch attend special classes where they learn Dutch,<br />

however they are usually placed <strong>in</strong> normal classes where they will be given special attention by<br />

their teachers.<br />

Mother tongue tuition<br />

All municipalities receive a specific budget <strong>for</strong> mother tongue tuition <strong>for</strong> <strong>for</strong>eign children. The<br />

lessons are free of charge <strong>and</strong> not compulsory, but classes must take place outside regular<br />

school hours. The municipalities are free to choose which languages will be taught. In practice,<br />

most choose the languages of the traditional migrant groups <strong>in</strong> the Netherl<strong>and</strong>s, with the result<br />

that the offer of mother tongue tuition <strong>for</strong> <strong>refugees</strong> is limited.<br />
