least 1x per month during nonfarming

70 This person is poor and clearly does not achieve maximum benefit from his farms. This could be because
<strong>of</strong> bad management.; lack <strong>of</strong> capital to buy fertilizer/pesticides, poor irrigation and/or his relatives also sell
produce.
