2. Criminal Offences / Acts of Violence<br />

2.1 Overview<br />

In 1999, the total number of registered criminal offences with<br />

proven or suspected right-extremist background was 10,037<br />

(1998: 11,049); of these, 746 (1998: 708) were acts of violence,<br />

and 9,291 (1998: 10,341) other criminal offences. Thus, the total<br />

number of criminal offences dropped by 9.2 %, while the number<br />

of acts of violence increased by 5.4 %. Right-extremist acts of<br />

violence include, inter alia, violent offences with xenophobic and<br />

anti-Semitic motives and acts of violence against political<br />

opponents. The share of acts of violence in the total number of<br />

criminal offences was 7.4 % (1998: 6.4 %). 66.9 % (1998: 63 %)<br />

of all criminal offences were ’propaganda offences’ #) (under<br />

Sections 86 and 86a of the Penal Code).<br />

The continuing trend of subculture-oriented and other violenceinclined<br />

right-wing extremists to join the scene was reflected in a<br />

growing number of acts of violence in 1999. The aggressive lyrics<br />

of right-extremist skinhead music are likely to have also contributed<br />

to an increase in the propensity to use violence.<br />
