Transfer of leadership to<br />
MATYUKHIN<br />
• The Federal Agency for Government Communications and<br />
Information (FAPSI) is a special service conducting monitoring<br />
as well as counterintelligence operations. It is responsible,<br />
in particular, for communications intelligence [COMINT]<br />
and electronic intelligence [ELINT], and thus for the monitoring<br />
and deciphering of foreign telecommunications worldwide,<br />
and for setting up lines of communication and ensuring<br />
security against the interception of important government<br />
lines of communication, e.g. of the Government and the<br />
Army. In addition, the service is the approving authority for<br />
commercial uses of communications technology, and thus it<br />
is also responsible for the allocation of radiofrequency channels<br />
and for authorizing the use of encryption methods.<br />
The functional spectrum of FAPSI which is said to have a<br />
staff of some 100,000, including the Russian [military] communications<br />
units, has continuously been widened over the<br />
past years. The technology used by it meets state-of-the-art<br />
requirements. In a speech addressed to executive staff of<br />
government organizations, the Russian President in July<br />
commended FAPSI for having managed to keep up with the<br />
secret services of the most developed countries, such as the<br />
U.S., with regard to [signals] intelligence measures.<br />
In May, Vladimir MATYUKHIN was appointed the new chief of<br />
the Service, who succeeded Vladislav Petrovich SHERSTYUK<br />
who only in December 1998 had been made FAPSI’s top executive.<br />
MATYUKHIN has been a member of the intelligence<br />
services since the late 60s and is considered a qualified and<br />
experienced expert for communications intelligence.<br />
FSO (ÔÑÎ) • The Federal Protection Service FSO is responsible for the<br />
personal protection and safety of the Russian President and<br />
members of the Government. This responsibility also includes<br />
physical security for government buildings and the<br />
homes of Cabinet Members.<br />
This service which since June 1996 has been headed by<br />
Lieutenant General Yuri KRAPIVIN reportedly has a staff of<br />
some 40,000. Since this is a special presidential service, the<br />
Russian President may, at his discretion, also assign counterintelligence<br />
or intelligence tasks to the FSO.<br />
FPS (ÔÏÑ) • The Federal Service for Border Protection (FPS) is responsible<br />
for protecting and controlling the external borders of the<br />
Russian territory. For this purpose, the FPS has a military<br />
unit authorized to conduct foreign-intelligence collection activities<br />
on foreign territory - in the border regions with Russia’s<br />
neighbouring countries.<br />
