An integral part of the NPD As the only right-extremist party, the "National-Democratic Party<br />
of Germany" (NPD) has a youth organization with a significant<br />
membership potential. The "Junge Nationaldemokraten" (JN -<br />
"Young National-Democrats") are considered an integral part of<br />
the NPD. The JN National Chairman is an ex officio member of<br />
the NDP Executive Commission. In Mitterskirchen/Rottal-Inn<br />
Landkreis (Bavaria) on 13 March, the JN celebrated their 30 th<br />
anniversary with a jubilee congress under the motto "30 Years of<br />
Young National-Democrats - 30 Years of Fight - Action - Resistance".<br />
In their ideological policy document, i.e. the so-called "Thesenpapiere"<br />
("Tenet Papers") 66) which were revised in 1998, the JN<br />
lay down their commitment to a "New National Community" in<br />
which the contradictions and shortcomings of the existing political<br />
and economic system would be overcome. Within this fully<br />
developed national community, élites would be an indispensable<br />
element ("rule of the best, which puts an end to the rule of the<br />
inferior"). The JN sees itself as the "revolutionary spearhead of<br />
the NPD" with the mission to break "old and, in part, obsolete<br />
patterns of thought" and to give life and dynamic impetus to the<br />
Party 67) .<br />
Change in leadership At the JN National Congress on 10 April in Klingenberg<br />
(Bavaria), a succession of generations took place. The majority<br />
of long-time JN functionaries such as Holger APFEL who had<br />
been the National Chairman for many years, his deputy Jürgen<br />
DISTLER and several members of the Executive Committee,<br />
including the neo-Nazis Steffen HUPKA and Jens PÜHSE withdrew<br />
from the JN bodies in order to continue their political work, in<br />
organizational terms, exclusively within the NPD. APFEL was<br />
succeeded by the neo-Nazi Sascha ROßMÜLLER patronized by the<br />
NPD leadership. He was the winner of a divisive voting between<br />
himself and Achim EZER. EZER - who, like ROßMÜLLER,<br />
unrestrictedly supports co-operation with the neo-Nazi camp - did<br />
not succeed in obtaining acceptance of his dogmatic course<br />
which favoured the cadre principle and aimed for greater<br />
autonomy vis-à-vis the NPD. On 5 June, in response to his<br />
electoral defeat, EZER - together with JN members from North<br />
Rhine/Westphalia, Baden-Wurttemberg and Saxony - founded<br />
the "Bildungswerk Deutscher Volksgemeinschaft" (BDVG -<br />
"Educational Association of the German National Community"). It<br />
has a membership of about 50, who did not deploy any<br />
