Time and again, the "Caliphate State" called for the overthrow of<br />
the Turkish Government. In connection with the legislative elections<br />
in Turkey on 18 April, the organization called for boycotting<br />
the elections:<br />
"Will you go to the ballot box so that these injustices may<br />
continue? So you intend, by voting, to support these devils,<br />
thieves, robbers, brutes, murderers and traitors to their<br />
country?"<br />

In his statements, KAPLAN repeatedly mentioned the "general<br />
mobilization" of his supporters, which he had already demanded<br />
in May 1998, and called upon these supporters to join the "Jihad":<br />
"The Jihad is a means for teaching the enemy a lesson which<br />
he deserves. At the end of the Jihad, every Muslim will have<br />
two choices - both of which, however, are gratifying: Victory or<br />
a martyr’s death!"<br />

On 25 March, KAPLAN was arrested in Cologne under an arrest<br />
warrant issued by the investigating judge of the Federal Court of<br />
Justice (BGH). During protest actions against this arrest and the<br />
search of the Cologne headquarters of "The Caliphate State",<br />
KAPLAN’s supporters physically assaulted police officers; 14 policemen<br />
were injured, and some 40 demonstrators were arrested.<br />
Subsequently, supporters of this Association organized a number<br />
of rallies at the seat of the Public Prosecutor General (GBA) at<br />
the Federal Court of Justice in Karlsruhe and called for KAPLAN’s<br />
release; it managed to mobilize up to 3,000 persons from<br />
neighbouring European countries to attend this event. On 13<br />
November, some 2,300 supporters demonstrated in Berlin<br />
against his detention. Turkey accuses KAPLAN of having planned<br />
a suicide attack by his supporters on the Atatürk Mausoleum in<br />
Ankara in late October 1998 and the occupation of a mosque in<br />
Istanbul. An extradition request by Turkey was declined by the<br />
Federal Government in the summer of 1999 in view of the death<br />
penalty likely to be imposed in Turkey. By indictment of 20<br />
August, the Federal Public Prosecutor General (GBA) accused<br />
Metin KAPLAN in the Düsseldorf Higher Regional Court of Appeal<br />
(OLG) of having been a ringleader of a criminal association and<br />
of having engaged in public incitement to criminal acts. Another<br />
two functionaries of the Association were accused of having<br />
formed a criminal association. The trial was opened on 8 February<br />
2000. As stated by the Prosecution, KAPLAN, together with<br />
