which is to apply to all Islamic extremists who did not take part in<br />

massacres or other outrages. The aim of the Act is to re-integrate<br />

Islamic extremists into the Algerian society. In a referendum held<br />

on 16 September, the large majority of the Algerian population<br />

pronounced themselves in favour of Bouteflika’s reconciliatory<br />

course vis-à-vis the Islamic extremists.<br />

In a communiqué of 21 September, the head of the "FIS Executive<br />

Authority Abroad", Rabah KEBIR, essentially agreed with the<br />

political solution initiated by Bouteflika with regard to the Algerian<br />

crisis. At the same time, however, he put forward the demand<br />

that the FIS or a successor party should again be included in the<br />

political and social life of Algeria in conformity with the Constitution.<br />

The Amnesty Act is endorsed by most FIS supporters in Germany.<br />

At many information meetings, they present the substance<br />

of the "National Reconciliation" to their Algerian fellow-countrymen<br />

as an ultimately positive effort. As before, opponents of this<br />

course, e.g. the "FIS Co-ordination Council Abroad" (CCFIS)<br />

which was founded in 1997, were not able to exercise any significant<br />

influence on FIS supporters in Germany.<br />

Both GIA and GSPC are trying to overthrow the Algerian Government<br />

by terrorist means to pave the way for an Islamistic State.<br />

By contrast to the FIS, the GIA and GSPC reject any compromise<br />

with the Government. In the course of 1999, the GSPC emerged<br />

as the stronger one of these two groups. The GIA obviously is increasingly<br />

becoming an amalgamation of dispersed small groups.<br />

Hassan HATTAB obviously tries to tie Algerian Islamists living in<br />

Europe to the GSPC, and increasingly attempts to mobilize these<br />

Islamists - who often are also joined by other North Africans - for<br />
