3.4 "Arabian Mujahiddin" (Fighters for Allah’s<br />
Cause)<br />
Also the Federal Republic of Germany is home to people from the<br />
Near and Middle East and from North Africa, who are tied into the<br />
international network of "Arabian Mujahiddin" and who, for the<br />
major part, were trained in training camps in Afghanistan or<br />
Pakistan and took part in combat operations as part of the international<br />
Jihad, e.g. in recent times in Bosnia-Herzegovina or<br />
Chechnya. In instances it has been possible to obtain information<br />
about relations with the organization "Al-Qaida" ("The Basis") of<br />
the Saudi-Arabian multimillionaire Usama BIN LADEN. The latter is<br />
the presumed wirepuller behind the bomb attacks on the U.S.<br />
Embassies in Nairobi (Kenya) and Dar es Salaam (Tanzania) on<br />
7 August 1998.<br />
"Arabian Mujahiddin" try to recruit young Muslims of varying origin<br />
for religious and/or military training in Afghanistan. The organization<br />
of training events and the transfer are in most cases<br />
arranged through bases in Pakistan. Those who have<br />
successfully completed such training courses are planned to take<br />
part in combat operations (e.g. in Kashmir or Chechnya), or<br />
return to their home countries to serve as multipliers passing on<br />
their acquired knowledge. Recruitment attempts are also being<br />
made in Germany. During the Bosnia conflict and the Kosovo<br />
war, "Arabian Mujahiddin" smuggled volunteers into the affected<br />
areas for the conduct of the Jihad.<br />
In support of their activities, "Arabian Mujahiddin" obviously can<br />
rely on the organizational apparatus of various Islamic "non-governmental<br />
organizations" (NGOs). Several Islamic NGOs are<br />
known whose regional representatives employ, or support, Mujahiddin.<br />
In this way, there are many and various opportunities for<br />
camouflaging travels, money transfers and courier services as<br />
part of the regular work of relief organizations. Often Mujahiddin<br />
also use false or forged identity documents in order to be able to<br />
move freely in Europe or as a prerequisite for obtaining a residence<br />
title.<br />
4. Iranians<br />
The efforts of the Iranian State President Khatami to bring about<br />
some tentative liberalization of the political and social life in Iran,<br />
and the opposition to this by conservative circles around the<br />
revolutionary leader KHAMENEI were clearly mirrored by the activities<br />
of Iranian dissidents in Germany, which showed a marked<br />
increase as compared to previous years. Especially the killing of<br />
intellectuals by members of the Iranian secret service, the ban on<br />
