In Germany, there are - as before - residual structures of the LPK<br />
which take a passive and wait-and-see attitude towards their<br />
possible affiliation with the PPDK.<br />
The impact of developments in Kosovo on the Kosovar Albanian<br />
groups in Germany cannot yet be assessed. The willingness of<br />
Kosovar Albanians living in Germany to contribute donations to<br />
national funds has distinctly decreased. They preferably provide<br />
direct assistance to their families and relatives in the home country.<br />
8. People-Smuggling Activities<br />
Also in 1999, the Federal Republic of Germany was a preferred<br />
country of destination for illegal migration and for related peoplesmuggling<br />
activities. Illegal migrant trafficking is of great importance<br />
to the capacity to act of extremist foreigner organizations.<br />
Party functionaries and other members are to be removed from<br />
the persecution pressure in the respective home countries and be<br />
taken to safe withdrawal areas. Outward bound smuggling of activists<br />
willing to join the fight provides the guerrilla units operating<br />
in the crisis regions with augmentation forces. Money and<br />
material required for the armed struggle are transported by illegal<br />
couriers. In many instances, extremist organizations try to recruit<br />
new supporters from among the illegal migrants.<br />
For secrecy reasons, most extremist foreigner organizations carry<br />
out their own smuggling of functionaries and members. It is only<br />
in specific cases that they will rely on the services of "professional"<br />
migrant trafficking networks. So far, there have been no<br />
indications that extremist foreigner groups in Germany carry out<br />
migrant smuggling for commercial reasons, e.g. for financing their<br />
activities. There are, however, numerous indications that, by<br />
calling in donated funds, they try to get their share of the profits<br />
earned by commercial illegal migration networks.<br />
For infiltration/exfiltration of members and/or functionaries, the<br />
"Kurdistan Workers’ Party" (PKK) continues to be the most active<br />
extremist organization. It maintains its own - clandestine - organizational<br />
unit, the "ÜlKE-Büro" ("Homeland Bureau"). The<br />
Bureau’s staff travel throughout Germany and neighbouring<br />
countries to carry out logistics tasks; they organize travels by<br />
party cadres and couriers and procure and falsify the identity<br />
documents required in this context. In February and October, the<br />
German police arrested several presumed members of the<br />
"ÜLKE-Büro".<br />
Migrant smuggling activities are also carried out by Turkish leftextremist<br />
