In this context, the neo-Nazi Steffen HUPKA, who is a member of<br />
the NPD National Executive Committee, launched the appeal to<br />
respect the "laws of the take-over of power" and to follow the<br />
inescapable sequence of revolutionary steps". Nationalists would<br />
have to go to the people and explain what they understand by<br />
ethnic community. A priority task was to create liberated zones<br />
both as a physical basis and as a source of intellectual, moral<br />
and spiritual strength. The initial prerequisite for this was the acquisition<br />
of property for living spaces, workshops and cultural<br />
work 53) .<br />
The close affinity of the ethnic, or national, community ["Volksgemeinschaft],<br />
to which the NPD aspires, to national-socialism is<br />
shown by a definition given in the party organ "Deutsche Stimme"<br />
54) : national-socialism was a form of socialism based on the<br />
foundation of Germanity ... as a shaping factor of the German<br />
ethnic community.<br />
The "new order" for which the NPD strives, with its collectivist<br />
model of the "national/ethnic community", which has been borrowed<br />
from National-Socialism, is aimed directly against the free<br />
democratic fundamental order which places the individual at its<br />
centre. The fact that the Party’s aims are diametrically opposed<br />
to the notion of human dignity and civil rights as enshrined in the<br />
Basic Law is evidenced by the words of the then Deputy<br />
Chairman of the NPD Land Association in North Rhine/Westphalia,<br />
Wolfgang FRENZ 55) , agitating against human rights:<br />
"Do human rights turn your stomach? ...<br />
Last year, on 10 December, the UN commemorated the 50 th<br />
anniversary of the ’Universal Declaration of Human Rights’.<br />
What has been presented as a big step forward in man’s<br />
history, really is, as a closer look reveals, a step towards the<br />
’One-World’. This is the path of misdirected egalitarianism<br />
which destroys deeply rooted organic ties and has Marxist<br />
liberal roots."<br />

Its ethnic-collectivist agitation which is directed against human<br />
rights is combined by the Party with xenophobia of racist motivation.<br />
This view implies that only ethnically homogeneous peoples<br />
("communities of the same people, sharing the same will<br />
and aims and having developed over time") can properly represent<br />
the interests of individuals as the "national-social overall<br />
interest". The individual’s value thus primarily depends on his<br />
integration into society. The following is an example of such<br />
