Dear Ladies and Gentlemen:
I am obliged to resubmlt to your Honorable Board
request for authorization for transfers from surplus, as well as bond IB sues,
for the purchase of equipment for various municipal departments. Similar requests
were rejected by your Honorable Board at the laet meeting.

This equipment is essential. It is impossible to continue efficient
and economical operation^ with the antiquated equipment now used by< the varloun
departments. The necessity for such-, new equipment is not only recognized by
the citizens generally, but has been publicly admitted by members of your
Honorable Board.
The purchase of new equipment, as you know, can only be made by
solicitation for bids with publication in local newspapers. The allowance for
the old equipment will be of some Importance in considering the granting of
contracts for purchases.
I am sure that you are in agreement with the fact that such new
equipment is urgently needed by the various departments. In view of this
fact, and also the fact that the purchase of such new equipment can be made
only after solicitation and publication for bids, I am unable to understand
why your Honorable Board constantly opposes approval for the appropriation
of the money necessary to cover such purchases. t

I, therefore, respectfully request that your Honorable Board authorize,

Highway, Sanitary and Water Departments*
