Les temps sont durs pour
les transitaires, surtout
ceux qui se spécialisent dans
la desserte des grands projets
pétroliers de l’Ouest canadien
dont la réalisation est plombée
par l’effondrement des prix
mondiaux. Et on peut se demander
si, comme le prédisent
certains analystes, le redressement
récent à 40 $ US le baril
après un creux sous les 30 $
durera.
De son point de vue privilégié
à Calgary, Jan Beringer,
président et chef de la direction
de Rohde & Liesenfeld,
société transitaire dominante,
discerne certaines lueurs d’espoir
dans le paysage pétrolier
et gazier généralement sombre.
De nouveaux investissements potentiels dans les sables
bitumineux albertains se sont volatilisés ces derniers mois.
Au milieu de 2014, le brut de référence américain était à plus
de 100 $ US le baril.
Le coup le plus dur a été l’annulation en octobre par la
Royal Dutch Shell du gigantesque projet de Carmon Creek
dans le nord-ouest de l’Alberta. C’est l’absence d’une infrastructure
de pipeline pour acheminer le brut jusqu’à la mer
qui a surtout motivé cette décision. Le géant européen de
l’énergie avait initialement annoncé la construction d’installations
à vapeur d’une capacité de 80 000 barils par jour près
de Peace River.
«Les travaux se poursuivent néanmoins sur plusieurs
projets comme le Northwest Upgrader», a déclaré M. Beringer
en interview.
Il y a plusieurs projets de GNL en Colombie-Britannique.
«Ils n’ont cependant pas eu le feu vert pour le financement
et la construction n’est pas commencée», a précisé
M. Beringer avant d’ajouter ce qui suit: «Aucun des promoteurs
n’a dépassé l’étape des demandes de permis.»
En ce qui concerne le K.O. infligé l’an dernier par l’administration
Obama au pipeline Keystone XL qui devait
relier le Canada à la côte du golfe du Mexique, M. Beringer
a indiqué: «Les Canadiens sont très déçus que Washington
ne reconnaisse pas les avantages de la stabilité qu’offrirait
une offre à long terme de pétrole canadien à un prix stable.»
Sur une note plus optimiste, M. Beringer a mentionné
que des projets éoliens sont en chantier dans différentes
régions de l’Ouest canadien.

seen whether a recent rally to
US$40 a barrel from below $30
a barrel will be sustained, as
some analysts predict.
From his vantage point in
Calgary, Jan Beringer, President
and CEO of Rohde & Liesenfeld,
a leading project forwarding
firm, discerns some positive
features partly offsetting the
generally gloomy oil and gas
environment.
New investments in Alberta
oilsands projects have evaporated
in recent months. In mid-
2014, U.S. benchmark crude was over US$100 a
barrel.
Biggest blow was Royal Dutch Shell’s cancellation
last October of the massive Carmon Creek
project in NW Alberta. The lack of pipeline infrastructure
to get the crude to coastal waters was a
key reason for the decision. The European energy
giant had initially announced it would build a
80,000 barrel-a-day, steam-driven operation near
Peace River.
“Completion is, nevertheless, continuing on
several existing projects such as the Northwest
Upgrader,” said Mr. Beringer in an interview.
There are a number of LNG projects in British
Columbia. “But there have been no financial
go-aheads and no construction has started,” said
Beringer, adding: “None of the players have proceeded
beyond permitting applications.”
Regarding last year’s thumbs-down by the
Obama administration on the Keystone XL pipeline
from Canada to the Gulf Coast, Mr. Beringer
responded: “Canadians are very disappointed
that the current U.S. attitudes in Washington do
not recognize the value of the long term supply
stability of Canadian oil at stable pricing.”
On a more optimistic note, Mr. Beringer indicated
that wind energy projects are continuing in
various regions of western Canada.
