GUIDELINES FOR THE SUBMISSION OF INFORMATION ON THE FOLLOW-UP<br />
TO THE COUNTRY VISITS OF THE SPECIAL RAPPORTUER ON THE QUESTION<br />
OF TORTURE<br />
1. In its resolution 2004/41, the Commission on Human Rights urged all Governments to enter<br />
into a constructive dialogue with the Special Rapporteur on torture with respect to the follow-up<br />
to his recommendations, so as to enable him to fulfil his m<strong>and</strong>ate more effectively (para. 34).<br />
Information would be requested on the consideration given to the recommendations, the steps<br />
taken to implement them, <strong>and</strong> any constraints which may prevent their implementation.<br />
2. To obtain a comprehensive picture, the Special Rapporteur welcomes written information<br />
from international, regional, national <strong>and</strong> local organizations regarding measures taken to follow<br />
up the recommendations. The Special Rapporteur encourages information submitted through<br />
national coalitions or committees.<br />
3. For a given country visit report, written information regarding follow-up measures to each of<br />
the recommendations should be submitted to the Office of the High Commissioner for Human<br />
Rights. Submissions should not exceed 10 pages in length. Submissions from non-State sources<br />
should be submitted by 1 September. A summary of the content of the submissions from non-<br />
State sources will be forwarded to the concerned State upon receipt. Submissions are requested<br />
from States by 1 November.<br />
4. Based on the written information submitted, the Special Rapporteur will include this in the<br />
addenda on the follow-up to country visits of the report to the sixty-second session of the<br />
Commission on Human Rights.
