marenostrum 16 Mare Nostrum Awards - I vincitori 2012 / The 2012 winners Il business delle Autostrade del Mare di / by Domenico Barbati Incentivi economici e nessun impatto ambientale l’ultima frontiera del trasporto Pochi sanno che nei grandi progetti di mobilità europea non esistono solo le linee del ferro che, come la Tav, procurano forti impatti ambientali, proteste e sit in. Da dieci anni l’Ue ha deciso di incentivare un altro aspetto della mobilità, molto più economica, a minore impatto ambientale, addirittura a rischio di danni sociali pari a zero. In Italia il progetto si chiama RAM: Rete Autostrade Mediterranee, nato nel 2004 con lo scopo di realizzare il programma nazionale delle autostrade del mare in attuazione del corrispondente progetto europeo previsto dal piano generale delle reti trans-europee Ten-T. Sotto questo aspetto Salerno è uno dei principali porti italiani, forse il più importante del Mediterraneo dopo Napoli, che può contare sui collegamenti con Capri e Ischia che contribuiscono a un volume di The business of the Motorways of the Sea Economic incentives and no environmental impact: the final frontier of transport Few know that the major European mobility projects are not limited to railway lines which, like the High Speed Train (HST), cause great environmental impact, protests and sit-ins. Con i suoi collegamenti fissi con Messina, Palermo e Catania, negli ultimi anni il porto di Salerno ha contribuito a togliere dalla strada, prevalentemente dalla Salerno- Reggio Calabria, 600mila tir con tutto ciò che ne consegue in termini di beneficio. Seicentomila tir in meno sulla strada, infatti, significano minore inquinamento, minore traffico, minore incidentalità e una serie di vantaggi indiretti che non riescono ancora ad essere precisamente valutati. Ma c’è di più. Tra i compiti della RAM, il cui capitale è interamente detenuto dal ministero del Tesoro, oltre a favorire lo sviluppo e i piani europei, c’è anche quello di sostenere l’avvio della legge 265/2002 “Eco-bonus”, un incentivo nazionale diretto a tutti gli autotrasportatori per spingerli a usare al meglio le rotte marittime e trasferire quote sempre maggiori di merci dalla strada alle vie del mare. In Italia i mezzi pesanti che utilizzano abitualmente le autostrade del mare sono circa 1.500.000 l’anno. In pratica, un autotrasportatore che deve raggiungere la Sicilia e che proviene da Milano, arrivato a Salerno, può decidere di imbarcarsi con il suo tir su una delle navi ro/ro che quotidianamente arrivano e partono dalle banchine del porto. Per arrivare a Messina, con i tempi biblici della Salerno- Reggio Calabria, impiegherà alla fine più o meno lo stesso tempo, ma in compenso avrà risparmiato gasolio, si sarà riposato, avrà evitato il rischio di incidenti (negli ultimi dieci anni sulle tratte per la Sicilia gli incidenti e la mortalità sono stati uguali a zero) e avrà ricevuto dalla Stato anche un bonus che servirà non solo a incentivarlo, ma anche a investire ancor di più nell’uso delle autostrade del mare. Insomma un vero e proprio affare che corre sull’acqua. E non finisce qui. Non ci sarebbe neanche bisogno di nuove navi. Le autostrade del mare in partenza da Salerno, per esempio, possono contare su una capacità di riempimento di stiva che si attesta intorno al 50 per cento. Un ulteriore aumento pari al 50 per cento è pertanto ottenibile senza aggiuntivi costi economici, sociali e ambientali. In Italy, heavy-duty trucks that regularly use the motorways of the sea are around 1,500,000 per year. In effect, who needs to reach Sicily and is coming from Milan, can decide to arrive to Salerno to board with his articulated lorry one of the Ro/Ro vessels that arrive and depart daily from the port wharfs. In short, a real bargain travelling across the water. And it does not end here. There is not even need for new vessels. The motorways of the sea departing from Salerno, for example, can depend on a cargo holding capacity of around 50 per cent. A further increase equal to 50 per cent can therefore be obtained without added economic, social or environmental costs. In short, a real manna for environmentalists and drivers and an advantage for all citizens.
