consumatori nel Nord e un centinaio di milioni nel Mezzogiorno.<br />
Ad una scala più grande, il Mare Nostrum è al centro di un polo<br />
economico euro-mediterraneo-africano che si estende dal Nord del<br />
vecchio continente fino ai paesi sub sahariani.<br />
In questa nuova scacchiera del mondo, questa divisione s’impone<br />
tra altre due: il gruppo formidabile del sud est asiatico ed il classico<br />
d’oltre Atlantico.<br />
Per ritagliarsi una scelta in questo nuovo ordine mondiale, questo<br />
cuore pulsante deve pompare più scambi all’interno dei suoi quattro<br />
angoli. Per fare questo, è fondamentale costruire relazioni regolari<br />
e redditizie tra i paesi dello spazio Mediterraneo. Consapevole della<br />
vasta gamma di opportunità offerte dalla integrazione economica tra<br />
le due rive, i paesi del Mediterraneo hanno attuato una serie di poli-<br />
tiche, misure e meccanismi con l’obiettivo di mantenere delle rela-<br />
zioni permanenti tra i paesi rivieraschi. È in questo contesto che si<br />
inserisce il concetto di autostrade del mare.<br />
All’insegna della continuità<br />
Oggi più che mai in questi tempi di crisi le rive del Mediterraneo<br />
hanno bisogno di mobilitare tutto il potenziale e tutte le risorse della<br />
regione per stimolare gli scambi commerciali.<br />
E’ così che il progetto delle autostrade del mare nel Mediterraneo<br />
(MEDA MoS II) si estende in una seconda edizione. Il concetto di<br />
autostrade del mare è apparso la prima volta il 12 settembre 2001<br />
nella pubblicazione della commissione Europea del Libro Bianco<br />
sulla politica europea dei trasporti fino al 2010. “Si tratta di una linea<br />
regolare di navi RoRo sulle quali vengono imbarcati dei veicoli rotabili,<br />
accompagnati o no dai loro conducenti, e consentendo la consegna<br />
delle merci all’interno dell’Unione Europea” si legge nel documento.<br />
In altri termini, questo progetto mira a concentrare i flussi di merci su<br />
itinerari marittimi a vocazione logistica, così da migliorare le relazioni<br />
tra gli Stati membri o a stabilirne delle nuove. Bisogna sottolineare<br />
che le autostrade del mare non escludono il trasporto combinato di<br />
persone e di merci, a condizione che il trasporto sia predominante.<br />
Queste linee marittime sono in grado di stimolare l’attività economica<br />
all’interno degli stati membri del progetto.<br />
In the modern era of polarization, we feel such power being able to boast<br />
the inclusion of this basin in its area of influence, when its competitor<br />
reduces the region to a mere mode of international transport. And this<br />
where all the economic and strategic interest in the region lies: every day<br />
about 2,500 vessels cross the Mediterranean to serve a market of 500<br />
million consumers in the North and a hundred million in the South.<br />
On a larger scale, Mare Nostrum is the centre of a Euro-Mediterranean-<br />
African economic hub that extends from the North of the continent to the<br />
sub-Saharan countries.<br />
In the new geopolitical arrangement, this division is accompanied by two<br />
others: the formidable group of Southeast Asia and the classic power<br />
base on the other side of the Atlantic.<br />
To play a key role in this new world order, the Mediterranean heartland<br />
must pump more trade to its four corners. To do this, it is essential to<br />
build ongoing profitable links between the Mediterranean rim countries.<br />
Aware of the wide range of opportunities offered by economic integration<br />
in the region, the Mediterranean countries have implemented a series<br />
of policies, measures and mechanisms aimed at maintaining permanent<br />
relations between them. This is the context for the concept of the<br />
Motorways of the Sea.<br />
Continuity is the watchword<br />
Today more than ever in these times of crisis the Mediterranean rim<br />
countries need to mobilize all their potential and resources to stimulate<br />
trade.<br />
Thus the Mediterranean Motorways of the Sea (MEDA MoS II) project<br />
heads towards a second edition. The concept of the motorways of the sea<br />
was first mentioned on 12 September 2001 in the European Commission’s<br />
White Paper on European transport policy for 2010, which defined it as “a<br />
regular line of Ro/Ro vessels on which wheeled vehicles embark, whether<br />
or not accompanied by their drivers, enabling the delivery of goods within<br />
the European Union.”<br />
In other words, this project aims to concentrate flows of freight on sea<br />
routes with a vocation for logistics, so as to improve or establish relations<br />
between Member States. It should be emphasized that the Motorways of<br />
the Sea concept does not rule out the combined transport of passengers<br />
and freight, provided that the latter is predominant. These shipping routes<br />
