Scott Tobias has arri<strong>ve</strong>d on 24.8.<strong>1999</strong> and represents Georgia Centre of Disease Control. He is<br />

leaving on 14.9.<strong>1999</strong>. He will be reporting to the US go<strong>ve</strong>rnment about the sanitation, health and<br />

environmental problems.<br />

Norwegian Red Cross Health Team:<br />

The Norwegian Team has arri<strong>ve</strong>d on the 21.8.<strong>1999</strong> and they ha<strong>ve</strong> an ERU. The Norwegian<br />

hospital has <strong>12</strong>0 beds and is placed next to the Kocaeli Uni<strong>ve</strong>rsity and SSK hospitals. The Uni<strong>ve</strong>rsity<br />

Hospital requires limited support unlike the SSK one. SSK doctors are visiting patients in Norwegian<br />

hospital. The number of patients is expected to increase as the population is returning to the are. The<br />

future plans will be decided. 3 tents needs to be winterised.<br />

German Red Cross Team:<br />

The German Team has arri<strong>ve</strong>d on the 21.8.<strong>1999</strong> and can stay up to one year should this be<br />

necessary. The German hospital has 80 beds and can be expanded up to 150 beds. 14 medical staff<br />

are currently working. They need permanent bilingual Turkish doctors and medical staff are needed to<br />

reduce the number of expats. They need doctors with longer rotation periods. 8 weeks will be<br />

necessary to prepare the hospital for the winter conditions.<br />

American Red Cross:<br />

They are here to find out what is needed and what the American Red Cross can do to help. When<br />

these are established, they will be ready to proceed with support for health related issues.<br />

İzmit Municipality:<br />

They are carrying out disinfection programme and checking out the environmental conditions. Yenimahalle<br />

Health Centre building is in good condition and has lung disease specialist, 30 beds dialysis<br />

centre based in İzmit and an out-patient department which operates in the city centre of İzmit.<br />

Turkish Medical Association:<br />

They are represented in Adapazarı, Golcuk and İzmit. They co-ordinate the medical services,<br />

supply volunteer doctors, inform MoH about field services and build a health data base for the MoH.<br />

They ha<strong>ve</strong> long term intentions.<br />

3-The Future of the Field Hospitals<br />

Plans ha<strong>ve</strong> not been finalised. Current problems are as follows:<br />

-Staffing:Short term rotation periods, Turkish medical staff is needed.<br />

-Continuity<br />

-Tents:Winter conditions. Hygiene training.<br />

-Training:Equipment and system training of the medical staff.<br />

-Co-ordination:<br />

The Spanish Team indicated that they had <strong>ve</strong>ry close co-operation and enough doctors for the<br />

first 15 days but after this period more doctors were needed. Training and co-ordination is needed for<br />

an efficient operation. MoH appointed a long term medical co-ordinator, dr.Hasan Saglam who ga<strong>ve</strong><br />

the specifics of the operation related to the area and indicated that the system was under pressure of<br />

e<strong>ve</strong>r increasing number of patients. Therefore they need more doctors, especially specialists.
