Čedomir DUNDOVIĆNeven GRUBIŠIĆPORT OF RIJEKA – THE DEVELOPMENT POTENTIAL OF THE COUNTYOF PRIMORJE AND GORSKI KOTAR AND THE REPUBLIC OF CROATIAThe port of Rijeka has always been an important transit hub for its wider catchment area. Theprocess of completing political and economic integration of the Republic of Croatia into theEuropean Community will provide the opportunity to create a new concept of development,based around strengthening the transit role of the port, and aimed at reaching a more balanceddistribution of the transport routes within the European continent.However, this means that the requirements of the European transport market with regard to thequality and reliability of the provided port services, and traffic connections between the port andits hinterland, must be fulfilled. The existing port and land infrastructure cannot yet fully meetthe requirements set by inland logistic operators with regard to container and ro-ro traffic.Several strategic documents have emphasised the inclusion of Croatia’s seaports in theintermodal transport network as a strategic goal, but more on a declarative level than through anintegrated approach to transport infrastructure planning. With the aim of harmonising itstransport policy with the principles and goals of the European Union, Croatia has adopted its Pre-Accession Maritime Transport Strategy, which establishes the basis for using European Unionprogrammes and financing instruments through a variety of mechanisms within the negotiationprocess. The strategy emphasises the importance of transforming seaports into modern logisticscentres, which is a prerequisite for achieving a greater share of transit cargo.The development of a maritime transport network in the County of Primorje and Gorski kotarshould be viewed in the context of the coherence of the infrastructure network and thecomplementarity of the development of maritime and land transport systems at the level ofCroatia, south-eastern Europe, and the entire European Union. Consistency of quality of transportinfrastructure network is important for overall competitiveness of the European Union’seconomy and the social and ecological acceptability of transport development. The highconcentration of container traffic in the ports of north-western Europe has had a negative impacton the social and ecological components of their development; therefore, the EuropeanCommission is encouraging the development of alternative transport routes. This relatesprimarily to the development of Mediterranean and Adriatic transport routes, and stimulation ofthe “Motorways of the Sea” concept.The Port of Rijeka, together with other northern Adriatic ports, represents a logical and naturalchoice for achieving the concept of sustainable distribution of spatial and transportationresources within a single European space and a single European market. It is therefore importantand timely to recognise the importance of the Port of Rijeka’s transit role for south-easternEuropean markets, and to meet all necessary preparations in order to start the constructionprojects for a new container terminal and a high-quality railway infrastructure, which wouldconnect the Port of Rijeka to the TEN-T network. These projects must be structured to allow anintegrated approach to transport infrastructure planning, and to recognise its social andeconomic importance, as well as its high priority.Keywords:Port of Rijeka, port policy, maritime strategy, development of the port system, waterways,transport market
