Giver borgernes bestemmelse af mål for rehabiliteringen højere
effektivitet i hjemmeplejen?
Abstract
Does the citizens’ determination of rehabilitation aims result in a more efficient social care?
Among the home care of the Danish municipalities, there is a huge interest in rehabilitation as a cost saving
method making the citizens independent from the public sector.
The objective of this master thesis is to analyse whether it is more efficient (in terms of time and cost) to
have the citizens and not professionals determining the aims of rehabilitation. The research question is
answered by the empirically based register analysis of 60 cases of rehabilitation from an intervention group
and a control group. The analysis is deductive and based on theories of Coproduction which also provides
the basis for the hypotheses.
Having in mind the limited amount of empirical data, the analysis shows that when the citizens, and not the
professionals, decide the objectives of the rehabilitation, the number of objectives increases and the period
of rehabilitation is shorter. However, the data did not provide evidence of the citizens being more self-
sufficient in the form of a decreased need for social services when determining the objectives themselves.

1.1. Baggrund
Fredericia, en kommune med 50.000 indbyggere, beregnede i 2009, at kommunen frem til år 2020 vil have
2000 flere ældre indbyggere over 65 år samtidig med, at kommunen vil få en stor stigning i antallet af
indbyggere over 80 år. Med serviceniveauet i 2009 i hjemmeplejen vil den demografiske udvikling betyde
en årlig merudgift på 46 mio. kr. (Christensen, 2009).
For at imødegå denne udvikling startede Fredericia Kommune i 2009 et pilotprojekt
”Hverdagsrehabilitering”, som skulle afprøve en model til at udskyde og mindske behovet for
hjemmeplejeydelser via et intensivt tilbud om rehabilitering til nyvisiterede borgere.
