declaration of performance and to affix the CE marking to place
the product on the market in accordance with the regulation. The
manufacturer takes responsibility for the conformity of its products
with their declared performance. The harmonized product
standards include the procedures and criteria for assessing the
performance of construction products. In Germany, it has become
common practice for structural precast elements that reference is
made to specifically defined design documents (such as structural
verifications, positioning plans and element drawings) for the purpose
of stating their essential characteristics.
All product standards prepared until today are based on the
Construction Products Directive. For this reason, the entering into
force of the CPR formally triggers the need for their revision. These
activities will not be completed by 1 July 2013 but should be pursued
in a gradual process (the latest points in time being the regular
revision dates of relevant standards). However, the existing
product standards may still be applied in conjunction with the
previous Annex ZA, and remain valid.
The regulation includes the unchanged requirement that a CE
marking shall be affixed to the construction product or to a label
attached to it prior to placing the product on the market (i.e. prior
to leaving the factory premises) visibly, legibly and indelibly. Alternatively,
the CE marking may also be affixed to the packaging
or to the accompanying documents.
Sobald ein Produkt von einer harmonisierten europäischen Produktnorm
erfasst ist, ist der Hersteller verpflichtet, eine Leistungserklärung
zu erstellen und die CE-Kennzeichnung anzubringen, um das
Produkt verordnungskonform in den Verkehr zu bringen. Der Hersteller
übernimmt die Verantwortung, dass seine Produkte die Eigenschaften
laut Leistungserklärung erfüllen. Die Verfahren und Kriterien für die
Bewertung der Leistung von Bauprodukten sind in den harmonisierten
Produktnormen enthalten. Dabei ist es in Deutschland für konstruktive
Fertigteile üblich, dass für die Angabe der wesentlichen Eigenschaften
auf festgelegte Bemessungsunterlagen verwiesen wird (zum Beispiel
statische Berechnungen, Positionspläne und Elementzeichnungen).
Alle bis zum heutigen Zeitpunkt erarbeiteten Produktnormen
basieren auf der Bauproduktenrichtlinie. Daher wird formal durch
Inkrafttreten der BauPVO deren Überarbeitung erforderlich. Diese Arbeiten
werden nicht bis zum 1. Juli 2013 abgeschlossen sein, sondern
sollen nach und nach – spätestens im Zuge der regelmäßigen Überprüfung
der Normen – erfolgen. Die bestehenden Produktnormen
können jedoch auch mit dem bisherigen Anhang ZA weiter verwendet
werden und behalten ihre Gültigkeit.
Unverändert ist die CE-Kennzeichnung vor dem Inverkehrbringen
(Verlassen des Werksgeländes) gut sichtbar, leserlich und dauerhaft
auf dem Bauprodukt oder einem daran befestigten Etikett anzubringen.
Gegebenenfalls ist auch ein Aufbringen auf der Verpackung oder
den Begleitunterlagen möglich.
