and safety. It is an undisputed fact that this works best in both
areas if senior managers take the lead. At marbeton, some clients
also require proof of a certified health and safety management
system before awarding the contract.
Implementation
marbeton employs about 100 people who produce and assemble
turn-key service buildings for rail, road and energy infrastructures.
In addition, precast elements are manufactured for industrial
and administration buildings, precast architectural concrete
components and special structural elements. We train our personell
on the factory floor ourselves and mainly employ permanent staff.
The attitude of the people in the Allgäu region is very much downto-earth,
which is why there are families whose members work at
marbeton already in the fourth generation. We have been operating
a health and safety management system for 25 years, without
having called it thus at the outset. Our key components currently
include:

Quarterly health and safety committee meetings involving the
managing director, the external health and safety specialist,
the company doctor, the chairman of the factory committee
and the health and safety officer of the business. The technical
supervisor of the “Berufsgenossenschaft” (Occupational Health
and Safety Agency) is invited to every meeting. After each
of these meetings, we inspect one of the areas of the factory
together to make sure that our workplace injury precautions
are effective.

Risk assessments of all areas, which are reviewed and updated
on a regular basis; formal instruction for the work process and
other forms of safety instructions.

Nomination of a coordinator in accordance with BGV 1 because
of the subcontractors of finishing trades who regularly work at
our premises, and to coordinate maintenance activities at the
factory

Giving health and safety instructions to our employees at regular
intervals, familiarization of employees with new processes
and procedures, ensuring a sufficient number of trained first
aiders etc.

Each injury and near-miss is analyzed using a sophisticated
system, and the required corrective actions are defined. The
managing director takes responsibility for checking the effectiveness
of the implemented actions.
Equipped with this “toolbox”, our health and safety management
system got first certified by the Berufsgenossenschaft in 2006. In
2012, the system was successfully re-certified for the second time.
This achievement is rewarded with a bonus paid out by BG RCI
(Occupational Health and Safety Agency for the Raw Materials and
Chemical Industries). Due to its low injury rate, marbeton enjoys
the largest possible discount when paying its membership fee to
the Building Materials and Minerals Division of BG RCI.
Umsetzung
marbeton produziert und montiert mit rd. 100 Mitarbeiter/innen
schlüsselfertige Technikgebäude für die Infrastruktur der Bahn, Straße
und Energie. Hinzu kommen Fertigteile für Industrie- und Verwaltungsgebäude,
Architektur-Fertigteile und Sonderbauteile. Wir bilden
im gewerblichen Bereich selbst aus und beschäftigen schwerpunktmäßig
Stammarbeiter. Die Menschen im Allgäu sind bodenständig
– entsprechend gibt es Familien, die in der vierten Generation bei
marbeton arbeiten. Seit 25 Jahren betreiben wir ein systematisiertes
Arbeitsschutz-Management, ohne es damals so benannt zu haben.
Aktuell sind die wesentlichen Bausteine:

vierteljährlich stattfindende Arbeitsschutzausschuss-Sitzungen
mit dem Geschäftsführer, der externen Fachkraft für Arbeitssicherheit,
dem Betriebsarzt, dem Vorsitzenden des Betriebsrates
und den Sicherheitsbeauftragten des Unternehmens. Der technische
Aufsichtsingenieur der BG ist zu jeder Sitzung eingeladen.
Im Anschluss an jede Sitzung wird ein Unternehmensbereich gemeinsam
begangen, um sich von der Wirksamkeit der getroffenen
Unfallverhütungsmaßnahmen zu überzeugen.

Gefährdungsbeurteilungen für alle Bereiche, die regelmäßig analysiert
und fortgeschrieben werden; Betriebs- und andere Handlungsanweisungen.

Bestimmen eines Koordinators nach BGV 1 wegen der regelmäßig
im Werk arbeitenden Subunternehmer für die Ausbaugewerke
und für die Koordination der Arbeiten für die Werksunterhaltung.

Regelmäßige Unterweisungen der Mitarbeiter, Einweisung der
MA in neue Arbeitsverfahren, eine ausreichende Anzahl Ersthelfer
und manches mehr.

Jeder Unfall und jeder Beinaheunfall werden nach einem differenzierten
System analysiert und die notwendigen Aktivitäten
festgelegt. Die Kontrolle der Wirksamkeit der umgesetzten Maßnahmen
obliegt dem Geschäftsführer.
Mit diesem „Werkzeugkasten“ ist unser Arbeitsschutz-Managementsystem
im Jahr 2006 erstmals von der BG zertifiziert worden, 2012
wurde das System zum zweiten Mal erfolgreich rezertifiziert. Die BG
RCI honoriert dies mit einer Prämie. Wegen der geringen Unfallrate
hat marbeton die höchstmöglichen Rabattsätze bei den Beiträgen der
BG RCI Gruppe Steine – Erden.
Fazit
Der Weg ist das Ziel – die Menschen bei marbeton sind dieselben wie
in anderen Werken – aber sie haben beispielgebende Führungskräfte
und sind regelmäßig in alle Aktionen eingebunden. Möglicherweise
wird mir widersprochen, wenn ich sage, dass null Unfälle in unserer
Branche nicht möglich sind. Aber eine deutliche Reduzierung ist bei
systematischer Arbeitsschutz-Arbeit möglich – jeder Unfall weniger
lohnt sich.
Summary
The road is the reward – the people at marbeton are the same as
at any other plant, but they are being led by outstanding managers
and get regularly involved in all activities. Some of you might
disagree if I say that zero injuries are not possible in our industry.
Yet a considerable reduction is possible if an appropriate health
and safety management system is in place – every single prevented
injury is worth it.
