Ecological Aspectsof Land-Use P<strong>la</strong>nning and Regional Development un<strong>de</strong>rConditions of a Narrow SpaceManfred Walser, University of St. Gallen1 Intro<strong>du</strong>ctionThe Fe<strong>de</strong>ral State Vorarlberg is an Alpine region with narrow p<strong>la</strong>in space and a richmountain <strong>la</strong>ndscape. For this the regions Rhine Valley and Walgau are confrontedwith a lot of conflicting <strong>la</strong>nd-use patterns. To find new ways to <strong>de</strong>al with the problemis one of the tasks of the regional <strong>de</strong>velopment process 'Im Walgau'. The paper <strong>de</strong>scribesthe approach used for the region.One part of the task is to work out basic information for p<strong>la</strong>nning and <strong>de</strong>cision makingincluding for example the <strong>de</strong>velopment of the patterns of settlement over time, theinquiry of vacancies. Another part of the task is to gather strategies and conceptswith relevance for the spatial <strong>de</strong>velopment from different <strong>de</strong>partments of the Fe<strong>de</strong>ralState.With this information the local communities of the region Walgau start to e<strong>la</strong>boratespatial <strong>de</strong>velopment concepts. The specific quality of these concepts is (1) the cooperationbetween several municipalities in the p<strong>la</strong>nning process, (2) the time horizon: 2generations, 50 years, (3) the <strong>de</strong>finition of regionally significant <strong>la</strong>nd-use patternsincluding the ecological features and (4) a broad participation of the local public. Theoverall goal is to sign a contract between the municipal level and the fe<strong>de</strong>ral statelevel to fix the regional <strong>de</strong>velopment concept of the Walgau region and make it moreobligatory.Of course there are some restrictions connected with the implementation of such ap<strong>la</strong>nning process which show that the learning process of the many actors involved isat the beginning. But at the other hand the region has the i<strong>de</strong>a of some far-reachingmeasures to make the concept work including new instruments as a 'zone bankbook'and a 'spatial impact assessment'.Summarizing the process some factors of success can be i<strong>de</strong>ntified, which from ascientific attitu<strong>de</strong> are important. P<strong>la</strong>nning processes imply ‘to step out from theoryinto exercise and to face politics’ as Schnei<strong>de</strong>wind (2007:48) told. It is an ‘asymmetricre<strong>la</strong>tionship’ affected by different expectations concerning the quality of resultsand based on different perceptions, system logics, and mechanisms of steering (ibid.:50).Scientific consulting of political processes means interaction in a way that does notrestrict scientists on providing expert’s opinion. Scientists also are expected to givemethodological support to <strong>de</strong>sign processes and to give strategic support to integratethe organizational and institutional environment (Sellnow 2007). The approachesrange from transdisciplinary agenda-setting (Jaeger, Scheringer 1998, Jahn 2005) tosophisticated mo<strong>de</strong>lling tools like cybernetic system mo<strong>de</strong>lling (Vester 1999, Honegger2008).On the other hand scientific findings should be consistent and verifiable and are faraway from politics’ normative appraisals of ‘true’ or ‘false’. In this area of (potential)
