Following the presentations, there was a constructive group
work session that was dedicated to the discussion of methodologies
of possible future case studies. The participants
were asked to develop and reflect on concrete considerations,
discuss and then construct practical proposals of what the
next 12 months of research might involve.
Among the proposals of the participants on how to generate
evidence of spillover effects, there were ideas of comparative
studies between different countries that would allow research
on the unintended consequences of cultural activities
by comparing the same phenomena and their impact on society,
culture and economy. Alternatively, a set of projects developed
with the view of stimulating community innovation
could be measured alongside a natural control group, which
are non-arts related community projects and the way they
are driving community innovation. Another group suggested
focusing on interdisciplinary projects by applying methodologies
from different scientific disciplines and investigate
how a different expertise can generate different effects.
In line with the collaborative research partnership, we acknowledge
ongoing advocacy and research in this area and
as a result we aim to engage with other networks in order to
increase our partnership and expertise. We know that collaborative
advocacy will have broader impact.
Looking forward
From the beginning of this partnership, our project work
has aimed to incorporate both research and advocacy into
increased and consistent efforts of measuring the values
generated of investments into the arts, culture and creative
industries across Europe. We also want to think about policy
development and what spillover can tell us about the potential
roles of the arts, culture and creative industries within
society and economy. The evidence review and its results
have strong advocacy potential to influence the European
